Background
Coras Iompair ร‰ireann (โ€œCIEโ€) is the statutory authority charged with the provision of road and rail public transport in Ireland and has responsibility for the three major operating companies in Ireland โ€“ Iarnrรณd ร‰ireann-Irish Rail, Bus รtha Cliath-Dublin Bus and Bus ร‰ireann-Irish Bus โ€“ and also for CIE Tours. The company is wholly owned by the Irish Government.
This document outlines the process by which Applicants will be assessed for inclusion on the list of prequalified suppliers / service providers and who will be invited to tender for the services specified.
All Applicants wishing to be considered for the tender shortlist must complete this questionnaire in its entirety enclosing all necessary supporting documentation.
Direct or indirect canvassing of any of CIE's employees or agents by any potential bidder may result in the applicant being disqualified from consideration for this requirement.
Failure to complete the questionnaire in full and provide the specified information and documentation may leave CIE with insufficient information to assess submissions and applicants may be eliminated, as CIE can only consider the information provided. The questionnaire must be completed as laid out and must not be altered in any way. Appendices and supporting documentation should be attached to the back of the questionnaire and should be clearly labelled. Supporting documentation must be concise and relevant to the question asked or information sought.
Once the qualification process has been completed, Applicants will be notified of their acceptance or otherwise. Thereafter the short-listed Applicants will be invited to participate in the formal tender process. CIE reserves the right to seek additional information to assess applicant's capability.
The successful tenderer will be required to provide a current Tax Clearance Certificate issued by the Irish Revenue Commissioners prior to award of any contract.
Brief Description of Services Required:
The CIE Group, comprising CIE, three Operating Companies (Iarnrรณd Eireann, Bus Eireann and Bus Atha Cliath) and CIE Tours, is currently reviewing its banking service requirements. The services being procured are;
(i) The Group's Euro denominated account management requirements.
(ii) The Group's Sterling & other denominated accounts management requirements in both the UK and Ireland.
(iii) Associated Facilities
Bank Account โ€“ Euro
The CIE Group currently operates a number Euro denominated bank accounts. Some of these are supplementary accounts and are cleared to a main account on a daily basis.
The Accounts Include;
โ€” CIE No. 1 A/C: This account plays a major role in the Group's day to day cash management system. This account has a number of supplementary accounts
โ€” Wages Accounts โ€“ Used for the payment of CIE's salaries and wages and for the payment of the Group's pensioners
โ€” Operating Companies' Accounts:
โ€” Current Account - Each of the three companies maintain a current account through which moves receipts from customers, payments to suppliers and transfers to and from CIE. Each of the current accounts has a number of supplementary accounts.
โ€” Wages Accounts โ€“ Each of the three companies operates a wages account for the payment of salaries and wages
Bank Accounts Sterling
CIร‰ operates 6 sterling accounts, 3 for CIE Tours based in the UK and one each for CIE Tours, Irish Rail & Bus Eireann based in Dublin. These accounts are controlled and monitored by CIE in Dublin. The accounts are used for sterling receipts, for payments to service suppliers and for the payment of administration costs associated with CIE's Tours business in the U.K
Other Denominated Accounts
From time to time CIE require accounts in other denominated currencies other than Euro and Sterling in line with our operational requirements.
Associated Facilities
The facilities below are provided as part of, or as an extension to, our existing bank services. It is expected that the successful applicant would arrange to provide similar facilities.
โ€” Overdraft;
โ€” Letters of Credit / Bond Facilities;
โ€” Treasury Line;
โ€” Electronic Banking;
โ€” Account Information and Reporting;
โ€” Account transfers and third party payments;
โ€” Electronic Fund Transfers;
โ€” Bank Reconciliation and stop cheques.
Cash In Transit
The successful applicant must have central cash processing facilities capable of meeting the banking requirements of CIร‰ and its operating companies. The facilities should be easily accessible by the cash in transit provider. The successful applicant should have a track record of working alongside established cash in transit service providers and to have speedy turnarounds for lodgements.
Applicants are invited to complete this Pre-qualification Questionnaire as the first stage in selecting candidates for inclusion in a tender list to provide banking services to CIE for a three year period with an option to extend for another two years at CIE's discretion.
