The purpose of this tender process is to appoint building contractors to a multi-party framework for a period of 2 years with the option of two further one year periods. This new tender process will establish a multi-party framework agreement on a national basis for use by Fáilte Ireland for refurbishment / renovation projects associated with the provision of tourism related services. The framework may also be used by other Public Bodies involved in similar projects, such as Dublin City Council. this procurement is replacing the previous cancelled tender reference CS/2014/01. Please note that the majority of the contracts which will be awarded under this Main Contractors Framework will be ‘office fit-out' in type but we would now like to clarify that there is likely to be a significant number of Tourist Information Office fit-outs also awarded under this framework. It is mainly for this reason that we require tenderers to demonstrate their experience of contracts which have a high degree of AV and interactive IT content. We are not in a position to specify exactly what this would entail but it might include the use of information technology and audio visual equipment to enhance the visitor experience though graphics, animation, video or sound. The contracting authority will not conclude this framework agreement to which a standstill period applies in accordance with Irish Statutory Instrument SI 130 of 2010, until after the expiry of the standstill period which commences on the day following the date of notification of concerned candidates and tenderers. The duration of the standstill period will be 14 calendar days where notifications are sent electronically or by fax and 16 calendar days where these are sent by any other means. The Statutory Instrument mentioned above provides that review procedures are available in the High Court to a person who has or has had an interest in obtaining the framework agreement and alleges that he or she has been harmed or is at risk of being harmed by an infringement of the law in relation to that framework agreement.
