BE/SE/10/07/2014 - The provision of complete vehicle exterior livery repainting and re-application of corporate vinyl branding services

The Contracting Entity is seeking the provision of complete vehicle exterior livery repainting and re-application of corporate vinyl branding services for vehicles in its fleet. The services required include the collection of vehicles in its fleet from various Bus Eireann depots, strip down and preparation for reapplication of paintwork, complete reapplication of paint as per relevant corporate branding requirements and the re-application of all corporate, legal and operational vinyls and the return of the completed vehicles to the relevant Bus Eireann depots. The Contracting Entity intends to establish a panel of service providers in respect of each of the Contracting Entity's five regions in the Republic of Ireland i.e. East Region, North West Region, West Region, South Region and South West Region under each of Lot 1, Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot 7 and Lot 8, to provide the required services. Applicants may apply to be considered for one or more regions under one or more of Lot 1, Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot 7 and/or Lot 8. Each region comprises one or more counties of the Republic of Ireland as more particularly described on pages 9, 10 and 11 of the Pre-Qualification Questionnaire.
At the tender stage of this process, it is envisaged that the Contracting Entity will select a number of service providers in respect of each region in the Republic of Ireland under each of Lot 1, Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot 7 and Lot 8, for appointment to a multi-provider framework agreement on the basis of the most economically advantageous tender. The most economically advantageous tender in respect of each region under each of Lot 1, Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot 7 and Lot 8 will be calculated in accordance with the award criteria to be published in the Conditions of Tendering. The number of service providers appointed to the multi-provider framework agreement in respect of each region under each of Lot 1, Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot 7 and Lot 8 shall be at the Contracting Entity's discretion (the โ€œFramework Participantsโ€).
It is proposed that the term of the multi-provider framework agreement will be three years with the Contracting Entity reserving the right to extend the term by up to two further periods of 12 months.
During the term of the multi-provider framework agreement, if the Contracting Entity requires the provision of the services in a region under Lot 1, Lot 2, Lot 3, Lot 4, Lot 5, Lot 6, Lot 7 or Lot 8, it is envisaged that the Contracting Entity may issue an invitation to mini-tender to Framework Participants on the relevant multi-provider framework agreement or, in certain circumstances, offer a contract directly to one or more Framework Participants.
The 8 lots are as follows:
Lot 1 โ€“ Provision of services for single deck 12 m length, height 3.7 m, 2 axle coach.
Lot 2 โ€“ Provision of services for single deck 13 m length, height 3.9 m, tri-axle coach.
Lot 3 โ€“ Provision of services for single deck 14 m length, height 3.9 m, tri-axle coach.
Lot 4 โ€“ Provision of services for double deck 13 m length, height 4.1 m, tri-axle coach.
Lot 5 โ€“ Provision of services for double deck 14 m length, height 4.1 m, tri-axle coach.
Lot 6 โ€“ Provision of services for double deck bus (10.5-11.5 m length), max height 4.5 m.
Lot 7 โ€“ Provision of services for single deck city bus (12 m length), max. height 3.5 m.
Lot 8 โ€“ Provision of services for single deck midi bus (8.5-11 m length), max. height 3.5 m.
