As a result, there is an on-going need for proofreading, copy-editing, typesetting and formatting expertise and assistance for the production of these reports.

The EPA is seeking to establish a multi-operator framework agreement for the provision of Proofreading, copyediting, typesetting and formatting services. The Framework Agreement will be for a period of 4 years.The framework will be established using the restricted procedure as follows(a) Following the evaluation of responses from interested parties in respect of this Qualification Questionnaire and in accordance with the criteria and rules for qualitative selection (detailed in Appendix A of this document) a tender list will be drawn up for the initial contract. It is anticipated that between 8 and 10 service providers will be invited to tender.(b) Upon receipt, these initial tenders will be duly evaluated in accordance with the rules of competition and the award criteria applied. Following the evaluation of tenders the initial contract will be awarded to the economic operator, providing the Most Economically Advantageous Tender. The winning tenderer plus the organisations that have provided the next four most economically advantageous tenders will be admitted to the Framework.(c) Thereafter, as and when requirements which fall under the scope of the framework agreement arise during the lifetime of the framework, contracts will be awarded on a cascade basis (i.e., in the first instance the contract will be offered to the tenderer whose tender was ranked in the first position. Should the first ranked tenderer not be capable of providing the services, the contract will be offered to the next-ranked tenderer, and so on).(d) No new members will be admitted to the framework after its initial establishment.
