2014 - Irish Aid IDEAS Programme Vietnam Post-Graduate Fellowships - Masters of Business Administration (MBA)
Irish Aid Bilateral Programme with Vietnam commenced in 2005. A Country Programme covering the period 2007-10, and having as its overall goal the provision of support to “the equitable reduction of poverty and vulnerability in Vietnam”, was approved for commencement in July 2007.
The 2007-2010 Programme contained a commitment to develop bilateral experience exchange links between Ireland and Vietnam. This commitment resulted from requests by the Vietnamese Government that, alongside financial assistance, Ireland make available to Vietnam lessons from Ireland's own development experience, with particular reference to economic and private sector development.
In line with this Country Programme commitment, Irish Aid developed the IDEAS initiative. The aim of IDEAS has been to support the building and enhancement of governance, policy and other development capacity amongst institutions responsible for economic decision making in Vietnam through provision of specific education and training, together with institutional level dialogue and interaction between relevant Irish institutions and their Vietnamese counterparts.
The IDEAS programme was initially approved on a pilot basis in 2009 for implementation over the three year period 2009-11 inclusive. The initial IDEAS sponsored initiatives, including existing IDEAS fellowships, are now concluding. A 2010 external evaluation of the Irish Aid programme found that “The IDEAS programme has capitalised on political goodwill on both sides and is an acknowledged success.”
The IDEAS programme has been mainstreamed in the new Vietnam Country Programme 2011-2015 (copies of the Country Programme document will be made available, on request, by Irish Aid), and will underpin Objective 3 of the 2011-15 Programme which is to “Strengthen the capacity of central Government, research agencies and private sector in economic management”.
