14/001 - A Multi-Supplier Framework for the Provision of Investigative Works to Irish Water

Irish Water is requesting tenders to establish a multi- supplier framework agreement for the provision of all required works and services associated with Investigative Works to support the provision of water services capital investment. It is envisaged that these Investigative Works
will be carried out in a planned manner where work packages are identified in advance of each call off.
The works will be divided into five Lots as detailed below.
โ€” Lot 1: Intrusive Site Investigation Works
โ€” Lot 2: Non-Intrusive Site Investigation Works
โ€” Lot 3: Marine Investigation Works
โ€” Lot 4: Minor Groundwater Exploration and Borehole Establishment Works
โ€” Lot 5: Major Groundwater Exploration and Borehole Establishment Works
Each Lot is further sub-lotted to individual Irish Water Regions (3No.) which are made up of City and County Council districts as illustrated on the map set out in the prequalification questionnaire. Applicants are required to indicate which region they are applying for if successfully prequalified. Irish Water will limit the number of successful Tenderers to be appointed for each Lot in any one (1) region to ten. Irish Water reserves the right to appoint less than ten (10) Contractors in any one (1) region.
This is a framework agreement for a period of two (2) years with an option to extend annually for a further period of up to two (2) years.

Transitional Panels - Irish Water will take responsibility for the water and wastewater infrastructure on 1.1.2014. However, it is anticipated that the framework agreement for these Lots may not be established until May 2014. For the transitional period between 1.1.2014 and the end of May 2014 or such time as the framework agreement becomes operational, Irish Water intends to operate sub-lot panels comprised of the entities that pre-qualify for each sub-lot under each Lot of this tender competition. IW intends to conduct mini-competitions among Applicants on sub-lot panels for any works required during the transitional phase.

Geological investigation works consisting of 2d-resistivity, seismic refraction, multichannel analysis of survey waves (MASW), electromagnetic survey, factual and interpretative reporting.

Title of the lot: Minor Groundwater Exploration and Borehole Establishment Works
Short description:
The Minor Groundwater Exploration and Borehole Establishment Works are classified as follows;
โ€” Borehole with casing up to an internal diameter of 200mm.
The Minor Groundwater Exploration and Borehole Establishment Works Lot may include but not be limited to the following works:
i. Site preparation works including construction of a drilling pad at borehole location to provide a standing area for all onsite drilling equipment
ii. Drilling of boreholes for public water supply with cased internal diameter up to 200mm.
iii. Installation of mild steel or uPVC casing with a suitable internal diameter to competent rockhead to ensure the security of the well and the protection of groundwater from surface pollution.
iv. Installation of appropriately sized well casing and screen from ground surface to the target depth.
v. Installation of gravel pack and grout by tremie pipe within the annulus from the base of the casing and screen to ground surface.
vi. Drilling of borehole at a suitable diameter from the base of the cased section to the target depth.
vii. Development of well source by airlift surging or other approved methods.
viii. Testing of production quantity from well
ix. Water quality testing
x. Completion of each installation with secure flanged cover and grout seal and making good the site.
xi. All ancillary works associated with previous exploration drilling programme which may include, but not be limited to;
โ€” grouted backfilling of unwanted exploration borehole locations.
โ€” wellhead completion of exploration boreholes for use as future groundwater
monitoring locations.
โ€” All remaining exploration boreholes to have their casing cut back to below
existing ground level and have a lockable cover fitted
โ€” Construction of a concrete chamber around the exploration boreholes

Title of the lot: Major Groundwater Exploration and Borehole Establishment Works
Short description:
The Major Groundwater Exploration and Borehole Establishment Works are classified as follows;
โ€” Borehole with a casing internal diameter greater than 200mm.
The Major Groundwater Exploration and Borehole Establishment Works Lot may include but not be limited to the following works:
ii. Drilling of boreholes for public water supply to be completed at cased internal diameter greater than 200mm.
xi. All ancillary works associated with previous exploration drilling programme
which may include, but not be limited to;
โ€” wellhead completion of exploration boreholes for use as future groundwater monitoring locations.
โ€” All remaining exploration boreholes to have their casing cut back to below existing ground level and have a lockable cover fitted

A consortium/joint venture will not be required to convert into a specific legal form in order to submit a Pre-Qualification Submission, but may be required to do so prior to award of the Framework Agreement. IW may:
i. contract with the prime contractor only;
ii. contract with each member of the consortium/joint venture on the basis of joint and several liabilities;
iii. contract with one member of the consortium/joint venture as prime contractor to whom the other members will be sub-contractors; or
iv. at its discretion, require the consortium/joint venture to enter into any other contracting arrangement.
