Conditions for participation
Economic and financial standing:
1.The supply contract is awarded subject to the successful tenderer depositing a security equivalent to 110% of the amount of tender โ see Appendix 1(b) for guarantee template
2.Upon request tenderers will be required to provide audited accounts for the last three years including profit and loss accounts and full balance sheets. In the case of newly established business not operating for three years tenders will be required to provide the most recent set(s) of audited accounts or where appropriated part year accounts including profit and loss and balance sheets and other evidence of financial standing.

All candidates must supply a current tax certificate.
2.The manufacturer must meet the hygiene standards as set out in Article 4 of Regulation (EC) 852/2004(cheese and rice) and 853/2004 (butter). Evidence must be supplied such as HACCP documentation or equivalent.
3.The products must be manufactured in a production premises approved under Article 6 of Regulation (EC) No 852/2004 or SI 432/2009 and in a production premises approved under the national law of the Member State in which the establishment is located. Approval number or evidence of registration or approval must be submitted.

4.The products supplied must comply with the standards including materials, characteristics, manufacturing method, sampling and analysis as set out in the Codex Alimentarius or equivalent. Tenderers must demonstrate that they can supply products to the minimum standard specified in Annex 1.

5.The successful tenderer will be required to package the rice in 500 gram packs,the butter in foil wrapping packages of 1 kg and the cheese in packs of 1 kg; store appropriately and delivery to the depot(s) as directed by the Contracting Authority which will be notified upon award of contract. All products must be delivered by December 2013 at latest.

Deposits and guarantees required:
A security equal to 110% of the amount of tender must be lodged prior to award of contract
Main financing conditions and payment arrangements and/or reference to the relevant provisions governing them: Requests for payment shall be submitted by 30th September 2013 at latest
Other particular conditions:
1.The products supplied must comply with the standards including materials, characteristics, manufacturing method, sampling and analysis as set out in the Codex Alimentarius or equivalent.
3.Products supplied are to include manufacturing, packaging, labelling, all-risks insurance during transport to the depot(s).
4.The product shall be packed in new, strong material in such a way as to ensure it is protected throughout transportation, storage and removal from storage. The successful tenderer will be required to package the rice in 500 gram packs,the butter in foil wrapping packages of 1 kg and the cheese in packs of 1 kg; store appropriately and delivery to the depot(s) as directed by the Contracting Authority which will be notified upon award of contract.

5.The successful candidate will deliver the products in quantities to be specified in the contract to the depot(s) in as wide a geographical spread as possible. The geographical area's are likely to be as follows
a) Dublin
b) Cork
c) Waterford
d) Sligo
e) Portlaoise
7.The inner and outer packaging shall show at least the following particulars
a)The approval number identifying the manufacturing premises and member state of production
b)The date of production
c)The Best Before Date
d)The words โEuropean Aid โ not for resale accompanied by the European emblemโ
8.The inner and outer packaging must also show the words โEuropean Union Aidโ accompanied by the European Union emblem following the instructions given in Annex II of Commission Regulation (EC) No 807/2010 and shall be clearly visible on the packaging of the individual packages.
