OMTTCC Contract - Operation and Maintenance of Tunnels and Traffic Control Centre

It is currently anticipated that the OMTTCC Contract will involve the provision of works and services relating to the operation and maintenance of Dublin Tunnel (DT), Jack Lynch Tunnel (JLT) and the Motorway Traffic Control Centre (MTCC). These are anticipated to include (but may not be limited to):
(i) Operations and Maintenance: This will include;
a. Planned and corrective maintenance required on the Dublin Tunnel, inspections and regular patrols throughout the tunnel, and the operation of the DT control room;
b. Planned and corrective maintenance required on the Jack Lynch Tunnel, inspections and regular patrols throughout the tunnel, and the operation of the JLT control room; and
c. The operation of the MTCC control room, requiring the real-time national road network traffic monitoring and the timely response to planned and unplanned events on the national road network and the provision of better information to the public about national road network conditions.
(ii) DT Tolling: This will include the staffing and operation of booths, the maintenance of toll systems and infrastructure, management of customer tags accounts and automatic coin machine cash handling. All toll revenue is retained by the NRA;
(iii) Asset Management: This will include putting in place appropriate plans to manage the assets over the contract term that take account of the asset renewals required on the DT, JLT and the MTCC;
(iv) Health and Safety: The scope of services will include the Contractor undertaking the roles of Works Contractor, Project Supervisor for the Construction Stage (PSCS), Health and Safety Coordinator (HSC), Designer and Project Supervisor for the Design Process (PSDP) in accordance with the Safety, Health and Welfare at Work (Construction) Regulations.
As set out in Section VI.3, the NRA also reserves the right, in accordance with Regulations 32(1)(e) and 32(5)(f) of the European Communities (Award of Public Authorities' Contracts) Regulations 2006, to award new works and/or services to the successful contractors in this competition.

Where the successful tenderer is a group it is currently envisaged that the Authority will require 1 member of the group to act as lead Contractor, with the other group members as sub-contractors to the lead contractor, and, at the discretion of the Authority, entering into collateral agreements with the Authority. However, the Authority reserves the right to require the group to contract with the Authority on such other basis as the Authority deems appropriate, such as joint and several liability.
