NPITS_PIG_TENDER โ€” Business Process Tender โ€” Recording pig movements

Department of Agriculture, Food and the Marine

Tenders are requested for handling, data processing and verification of all pig movement notifications. Under the National Pig Identification and Tracing System (NPITS) all keepers, handlers and processors of pigs are obliged to notify the Department of all movements of pigs to or from their holdings/factories, on a herd basis. Details of these movements are held on the AIM system. This information is notified to the tendered either by telephone, e-mail or by written notification. The tenderer is expected to upload this information onto the AIM (The Department of Agriculture, Food and the Marine's Animal Identification and Movement System) by means of web service.
There are approximately 1 500 000 pigs in Ireland at any one time, on about 2 500 holdings, of which about 700 would be regarded as โ€˜commercial unitsโ€™. All movements, commercial and non-commercial in nature, are required to be notified (to the tenderer) and uploaded (by the tenderer) to AIM.
Parties are required to notify the Department of the movement of pigs. In all cases both the โ€˜Moved Fromโ€™ and โ€˜Moved Toโ€™ parties are required to notify the movements. On initial notification of a movement (from either the โ€˜Moved Fromโ€™ or โ€˜Moved Toโ€™ party) the details must be checked to identify and address any issue where either movement party is not active according to the Departments records or where a movement could pose a risk to the status of a receiving pig herd.
Notifications from the โ€˜Moved From' and โ€˜Moved To' parties must be matched and verified before the details are recorded on the Departments AIM system.
The successful tenderer will be responsible for the handling, processing and verification of pig movement notifications made by pig herd owners, pig dealers, agents, other keepers and processors, and the uploading of this information by means of a webservice, onto the Department's Animal Movement and Identification system. The full system must be operable by 1.3.2014.
