The new Junior and Senior schools at Castlemoyle, New Ross, Co. Wexford, are an amalgamation of three schools currently in operation in New Ross town. These are St Joseph's Primary School, Michael Street National School and Christian Brothers Primary School.
The project consists of the construction of two eighteen classroom schools (including home school liaison rooms) on a single greenfield site in the Castlemoyle area of the town. The amalgamated schools will be divided into a Junior and Senior School, hence the separate schools on the same site. Both schools, identical in design, are based on the Department of Education & Skills Generic Repeat Design. There is a two class room special needs unit within each school.
The project consists of all external works, internal road network, car set down, car parking, footpaths, ball courts, hard and soft play areas and landscaping.

The total internal area of both schools is 6,182m2. The site is bounded by a public road on the eastern boundary and a housing estate to the northern boundary. The site has a steep incline from the west to the east and has a number of internal hedgerows / hawthorn and low level bushes. There is a significant embankment along the road boundary. There is an existing footpath on the site side of this road.An overhead power line traverses the south western corner of the site, which will be diverted underground within this contract.The site plan comprises of all set down areas and car parking internally on the site. A shared road for both schools enters the site and then car parking and set down for the respective schools are separated. The schools are positioned on site optimising south and east facing aspects for the classrooms. The ball courts and junior play spaces for each school are positioned adjacent to each school.The main challenge on this site is the significant cut and fill, banking and retaining walls.This project successfully obtained a grant of planning permission in May 2010 with a number of planning conditions.

The envisaged number of operators to be short-listed to tender is as stated at IV.1.2 above. All applicants having an equal suitability assessment score to the lowest qualifying Candidate will also be deemed to be qualified. Candidates will be pre-qualified on the basis of the information submitted in response to this notice (All criteria have a minimum standard). The submissions of the apparently successful applicants will be validated prior to completing the short-list. Where a candidate having qualified for the short-list withdraws prior to the completion of the Tender Process or is subsequently found to have provided inaccurate information sufficient to justify exclusion (at any stage after the short-list is formed), the competition will proceed with the remaining number of candidates. Applicants who failed to be short-listed will not be subsequently added to the list. The contract will be awarded on the basis of most economically advantageous tender. The Works requirements may be extended to include additional works of a similar nature including the provision of an additional school (on the same site or sites) at the discretion of the Contracting Authority. All additional Works requirements are subject to the restrictions as set out in Article 31. 4 (a) or Article 31. 4 (b) of Directive 2004/18/EC. There are no Contractor or Employer named specialists. All sub-contractors are domestic. The successful applicant will be appointed Works Contractor and Project Supervisor for the Construction Stage (PSCS) on the project in accordance with the Safety, Health and Welfare at Work (Construction) Regulations. The Project categorisation for assessment of H&S competence as Works Contractor and PSCS is Major Works The Areas of work involving Particular Risks known to Contracting Authority at this time are: Working on an inclined site.
