N25 New Ross Bypass PPP Scheme

The Authority wishes to invite entities to tender on a design, build, finance, operate and maintain basis for the N25 New Ross Bypass PPP Scheme (the “PPP Project”). The proposed N25 New Ross Bypass includes the construction of sections of both the N25 and N30 routes. More particularly it is envisaged that the PPP Project will
comprise works of approximately 14.6km of dual carriageway (N25 & N30 routes) and 1.2km of single carriageway (New Ross N30 route).
The N25 New Ross Bypass dual carriageway will commence at Glenmore in County Kilkenny with an at-grade roundabout and crosses over the River Barrow via a proposed extrados bridge between Pink Point in County Kilkenny and Stokestown in County Wexford. Continuing in a north easterly direction to Ballymacar Bridge, the bypass interfaces with the R733 in Landscape by way of a grade separated junction, and with the N25 at Ballymacar Bridge with an at-grade roundabout. From Ballymacar Bridge the bypass continues to the northeast and interfaces with the existing N30 at Corcoran's Cross finishing with an at-grade roundabout to the east of Corcoran's Cross with single carriageway connecting roads to the existing N30 and severed Local Road L4003. The main structural feature of the scheme will be the Barrow Bridge which will be an extrados bridge of approximately 900m overall length with the two main central spans approximately 230m in length.
The vertical alignment for the Barrow Bridge allows a 36m clearance envelope above Mean High Water Spring for the navigation channel of the river.
The extent of the works that will be included in the Project Road may include existing sections of the N25 routes (and possibly of the N30 route) and further details will be provided in the tender documents. (The “Project Road” means the part of the road which is to be undertaken and completed by the PPP Co and which is to be operated and maintained by the PPP Co in accordance with the Operation and Maintenance Requirements (as set out in the PPP Contract), together with any other works, which the PPP Co is responsible for maintaining and operating in accordance with the provisions of the PPP Contract).
