It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer and all sub-contractors (if applicable) produce a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (or as amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required. 3. Justification for framework agreement duration over four years:
The primary objective of this Framework Agreement is to establish, for the first time, a traffic inventory data collection for Dublin City. The requirements are as follows: to survey the position of Dublin City Council's Roads and Traffic assets, to record details of said assets and to store and display the data collected in the survey in GIS. The data collected in the survey will be incorporated into a mapping software application.

This work is critical to the overall objective of the City Council's Transport Asset Management System(TAMS). The data collection will inform the geographic information management system that will,in turn inform the TAMS system.
Given the nature of the environment in which Roads & Traffic assets are located, there is a risk that the data collection project will not be capable of being completed within a four year period. In that event, it is critical to the cohesive progression of the TAMS project that the data collection provider remain involved with the project until its conclusion.

It is on this basis that it is proposed to extend the Framework Agreement in this instance beyond the four year period to allow for the possibility that an additional two years will be required to ensure completion of the data inventory.
