Dublin City Council (DCC) is establishing this Framework Agreement to enable the engagement of Engineering Consultants for water services and water treatment facilities in line with the Government Standard Conditions of Engagement for project stages:
(i) Preliminary,
(ii) Design,
(iii) Tender Action, Evaluation and Award,
(iv) Construction,
(v) Handover.
A full range of services across multiple disciplines in relation to water services and water treatment facilities is required, including process design, civil, environmental, structural, mechanical and electrical services.

1) Submissions shall be returned to the Address in Annex A.III of the Notice published in the Official Journal of the European Union (OJEU) by the time and date in Section IV.3.4 of the Notice.
2) The latest date for receipt of queries or further information requests is as stated in the Introduction to Suitability Assessment Questionnaire.
3) Applicants are reminded that failure to provide the requested information, or the provision of incomplete, false or misleading information will result in their exclusion from the procurement process.
4) Applicants are advised to retain a full and accurate copy of their submission.
5) Applicants for pre-qualification must return four (4) hard copies and one (1) soft copy on CD, of their Prequalification Submission which shall be in a sealed envelope clearly marked "Framework Agreement for Engineering Consultant Services for the Environment and Engineering Department - Government Standard Conditions of Engagement Stages (i) to (v)".
6) The Contracting Authority will shortlist between 3 and 10 suitable Engineering Consultants for progression to the next stage, subject to the number and quality of compliant tenders received.
7) Dublin City Council is subject to the provisions of the Freedom of Information (FOI) Acts 1997 and 2003. If an Applicant considers that any information supplied by it in response to this competition / notice is either commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. In such cases the relevant material will, in response to the FOI request, be examined in the light of the exemptions provided for in the Acts.
8) It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer for each work package and all sub-contractors (if applicable) possess a valid Tax Clearance Certificate from the Revenue Commissioners in compliance with Circular (43) 2006 (as substituted or amended) and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
