Design Team Framework for Respond! Housing Association Projects

Respond! are seeking to create a framework of design team consultants to assist their in-house architectural team to develop designs, obtain statutory applications and deliver housing schemes. 4no frameworks will be formed, one each for the individual design disciplines as described in the 4 no lots being procured in this competition: (Lot No.1 Civil / Structural Engineering, Lot No.2 Quantity Surveying, Lot No.3 Mechanical and Electrical Services Engineer and Lot No.4 Fire Consultant). Respond! have a wide and varied housing stock from apartments to houses. These developments are located in all parts of the country, both in cities, rural towns and villages.
The projects that will be developed using this framework are similarly varied in housing type and geographical location.
It is expected that the majority of the upcoming schemes will be located in the Leinster and Munster regions. The scale of the projects will range from 6 to 20 units and depending on the marketplace/ funding may be larger in scale. The projects will vary from the completion of โ€˜ghost' estates to the development of new builds on Greenfield sites.
Respond! are budgeting to develop 2 schemes / per year for the duration of the framework. Respond! anticipate an expenditure of EUR6m on capital works over the duration of the
framework. The contracts will be awarded to contractors using the GCCC form of contract.

All aspects of civil and structural engineering design inclusive of works to buildings and the site including environmental, to a level suitable for inclusion in GCCC contracts. Post-contract review on site is required.

Short description:
All aspects of cost control from developed cost plan, tender documents in line with GCCC contracts, contract award, post-contract control and final account agreement. The role will also include the completion of Department of Environment forms.

Short description:
Mechanical & Electrical design from inception to handover and commissioning. Post- contract review on site is required. The level of design will be that required of GCCC Form of Contract.

Review and comment on design development. Preparation of fire safety certifcate application and liaison with local authority fire department until fire cert is granted.

If a number of providers apply as a group or joint venture and are successful, either a lead provider must be nominated who will be responsible for providing the service or a Joint Venture must be formed with whom the Contracting Authority wil sign the framework agreement and potential subsequent contracts.
