Catering Concession in Three Lots (Leopardstown, Fairyhouse and Navan Racecourses)
Horse Racing Ireland (HRI) was formally established by the Horse and Greyhound Racing Act of 2001. Its mission is to develop and promote Ireland as a world centre of excellence for horse racing and breeding. The Racecourse Division of HRI owns and operates Leopardstown, Fairyhouse, Navan and
Tipperary Racecourses. This competition concerns the provision of catering services, by way of a concession arrangement, in three lots as follows:
Lot 1 - Leopardstown Racecourse (Leopardstown Club Ltd).
Lot 2 - Fairyhouse Racecourse (Fairyhouse Club Ltd).
Lot 3 - Navan Racecourse (Navan Races Ltd).
The subject-matter of this competition constitutes a service concession, in that the successful economic operator(s) will be remunerated for the delivery of the required services through sales to members of the public. Candidates are reminded that the economic risk inherent to the delivery of the required service will rest fully with the successful concessionaires. The Contracting Authorities offer no guarantee, express or implied, regarding the commercial viability or profitability of these concessions. It is emphasised that the successful concessionaire(s) will be expected to propose a financial contribution, payable to the Contracting Authorities, for the right to exploit the service. The tender
document issued to successful candidates will contain further detail in this regard, while it is anticipated that the precise nature of the contribution will be discussed with tendering parties over the course of the competition.
