Carlow County Council Stage 3 Watermain Rehabilitation - Phases 2 - 5 - Consultant Contract

The watermain network in Carlow Town and County Carlow is divided into 34 District Meter Area's (DMA's). Carlow County Council have successfully completed Stages 1 and 2 in all areas of the County and Town and now wishes to rehabilitate (Stage 3 Works) within these DMA's. These DMAs have Unaccounted For Water (UFW) levels ranging from an overall average level of 33 % to a maximum of 66 %.
Carlow County Council has identified 92,89 km of pipeline rehabilitation which has been broken down into 10 phases. Phase1 is currently nearing completion within Carlow Town. Carlow County Council have submitted and received approval from the DoECLG for the Carlow County Rehabilitation Strategic Report. Works proposal packages for phases 2 and 3 have been submitted to the DoECLG for approval. The proposed rehabilitation works will be carried out in accordance with Department of the Environment Heritage and Local Government (DoEHLG) Circular L6/07, with a key objective of reducing UFW levels in the DMA's to 25-30 %.
Carlow County Council now invites expressions of interest from suitably qualified engineering consultants with experience in water supply for appointment as a Consulting Engineer for the Stage 3 Carlow County Watermain Rehabilitation Scheme – Phases 2 - 5.
The appointment shall be for all or some of the following Stages of the project:
i. Preliminary Report Stage.
ii. Detailed Design Stage.
iii. Works Tender Action, Evaluation, Award Stage.
iv. Construction Stage.
v. Handover of Works Stage.
The appointed consultant will also be required to act as Project Supervisor Design Process under the Safety, Health and Welfare at Work Act (Construction) Regulations 2006.
It should be noted that funding for the above works contracts is subject to two significant constraints, namely; the availability of future funding from DoECLG (maximum of 90 % of costs), and the ability of Carlow County Council to finance from it's own resources the remainder (minimum of 10 %). Subject to these constraints Carlow County Council reserves the right, within procurement guidelines, to increase or decrease the scope of the consultancy brief as appropriate to the level of funding available.
