Business Analysis Consultant to support the Implementation of a Transportation Asset Management System (TAMS) Change Programme

Executive Manager

Dublin City Council Roads and Traffic Department is currently procuring and planning the implementation of an asset management IT system which will incorporate a documented and systemised approach to the process of maintaining, operating and improving its road and traffic assets under a Transportation Asset Management System (TAMS) project.
The implementation of a management IT System is a key element, but it should be utilised only to support efficient and suitable people, data, processes, finances and asset management plans. A significant part of the TAMS Project therefore is the implementation of a change management programme to deliver efficiencies.
The aim of the change management programme includes reviewing and updating the current Departmental Operating Model, Business Processes, Financial Systems, Data Management, Plans and Policies, and Peoples roles.
To establish this route map for change, it is proposed to procure a business analysis consultant to assist the Roads & Traffic Department in taking forward the change programme. The primary role of the Consultant will be to affirm the change management approach and methodology adopted to date, establish the strategic route map for change, and develop an implementation strategy for taking forward the change programme.
