The Contracting Entity intends to establish a panel of service providers in each county in the Republic of Ireland under each of Lot 1, Lot 2 and Lot 3 to provide required repair and maintenance services for vehicles in its fleet. Applicants may apply to be considered for one or more counties under one or more of Lot 1, Lot 2 and/or Lot 3 (please see the table on pages 9 and 10).
At the tender stage of this process, it is envisaged that the Contracting Entity will select a number of service providers in respect of each county in the Republic of Ireland under each of Lot 1, Lot 2 and Lot 3, for appointment to a multi-provider framework agreement on the basis of the most economically advantageous tender. The most economically advantageous tender in respect of each county under each of Lot 1, Lot 2 and Lot 3 will be calculated in accordance with the award criteria to be published with the Conditions of Tendering. The number of service providers appointed to the multi-provider framework agreement in respect of each county under each of Lot 1, Lot 2 and Lot 3 shall be at the Contracting Entity's discretion (the โ€œFramework Participantsโ€).
It is proposed that the term of the multi-provider framework agreement will be three years with the Contracting Entity reserving the right to extend the term by up to two further periods of 12 months.
During the term of the multi-provider framework agreement, if the Contracting Entity requires the provision of services in a county under Lot 1, Lot 2 or Lot 3, it is envisaged that the Contracting Entity may issue an invitation to mini-tender to Framework Participants on the relevant multi-provider framework agreement or, in certain circumstances, offer a contract directly to one or more Framework Participants.
There are 3 Lots associated with this Tender Competition:

Lot 2 โ€“ Bodywork and associated services;
Lot 3 โ€“ Chassis and chassis electrical maintenance.
Applicants may apply for 1 or more lots or 1 or more Panel(s) within each County.

Quantity or scope:
In order to be considered for participation in a tendering competition for this contract, suitable qualified interested parties must complete and submit the pre-qualification questionnaire provided. The intention will be to arrive at a Tender Panel of potential suppliers/service providers for formal Invitation to Tender (ITT), against the requirement and Conditions of Contract. It is intended that following PQQ evaluation, and depending on the quality of details submitted, that at least 5 entities will be invited to submit formal Invitation to Tender (ITT) documents.Following receipt of tenders, Bus Eireann may negotiate as necessary with one or more tenderers and will award the contract the most economically advantageous offer received.If a request to participate is submitted by a group of suppliers, then those suppliers, if awarded the contract shall assume such legal form by incorporation, partnership, or otherwise so as to enable them to contract as a single entity. It will be necessary for the satisfactory performance of the contract for the group to state a single addressee responsible for the receipt and processing of the participating orders and resolving any problems relating to the contract.
