The Contracting Authority proposes awarding a contract for The Provision of Engine and Transmission Lube Oil for a 3 year period. The Contracting Authority reserves the right to extend this contract(s) for a further period of 12 or 24 months. The purpose of this Pre Qualification Questionnaire is to obtain sufficient information to enable the Contracting Authority to evaluate the suitability of applicants with the necessary resources and capacity to achieve the contract objectives. This will be a negotiated procedure. It is the intention of the Contracting Authority to award this contract to one supplier. if this is not feasible the contract may be awarded to more than one supplier.
To this end, the Contracting Authority requires a competent Company to facilitate but, not necessarily be limited to:
- Provide the necessary resources and capacity to achieve the Contract objectives.
- Provide competent and trained staffs that are qualified to maintain agreed levels of service whether it is in relation to a Supply/Service or Works Contract.
- Compliance with the legislation for Health and Safety.
- Manage the Contract in an effective and efficient manner.
- Compliance with legislation with regard to Employment Law and the Environment.
- Provide Engine and Transmission lube oils as below (subject to change).
Engine Lube Oil
The oil(s) would be required to cover Euro 3, Euro 4 and IF possible Euro 5. This lube oil will be required for the following engine types:
Cummins
Scania
VDL (Daf)
Volvo
Mercedes
Iveco
Transmission Lube Oil
ZF 4 Speed, 5 Speed, 6Speed
Allison
Scania Opti-cruise
Grease
Grease as required for the above.
Detailed requirements, specification and quantities will be provided in the tender documents to all tenderers that qualify.

In order to be considered for participation in a tendering competition for this contract, suitable qualified interested parties must complete and submit the pre-qualification questionnaire provided. The intention will be to arrive at a Tender Panel of potential suppliers/service providers for formal Invitation to Tender (ITT), against the requirement and Conditions of Contract. It is intended that following PQQ evaluation, and depending on the quality of details submitted, that at least 5 entities will be invited to submit formal Invitation to Tender (ITT) documents. Following receipt of tenders, Bus Eireann may negotiate as necessary with one or more tenderers and will award the contract the most economically advantageous offer received. If a request to participate is submitted by a group of suppliers, then those suppliers, if awarded the contract shall assume such legal form by incorporation, partnership, or otherwise so as to enable them to contract as a single entity. It will be necessary for the satisfactory performance of the contract for the group to state a single addressee responsible for the receipt and processing of the participating orders and resolving any problems relating to the contract.
