Roscommon County Council propose to engage a Client Representative experienced in the procurement of Design Build Operate (DBO) Water Treatment plants (FIDIC Conditions of Contract) and network contracts (New Public Works Contracts) to advance the West Roscommon Regional Water Supply Scheme.A number of Contracts within the West Roscommon RWSS have been included in the 2010-2013 Water Services Investment Programme with the status of contracts to start- Water Treatment Plant (Granlahan) EUR 1,900,000- Castlerea Water Treatment Plant EUR 4,465,000The remainder of the West Roscommon Regional Water Supply Scheme is currently identified as a scheme at planning in the 2010-2013 Water Services Investment Programme.The appointment is for the provision of consultancy services from the Design & Contract Document stage through the Tender stage, Construction stage and Commissioning stage to the final handover Stage. The Client Representative will be required to review the West Roscommon Design Review Report and the additional supplementary Design Review Report and make further recommendations on timescale and budgets where appropriate. The Client Representative will also be required to have hydrogeology expertise either in-house or through a subcontractor in order to develop the Meeltraun source. The Client Representative will be expected to procure the services of a Site Investigation Contractor and an Archaeologist for the various contracts under the scheme. The Client Representative will be expected to prepare all the supporting documentation detailed in Circular L4/12 for all stages of the project.The appointed Client Representative will be required to liase where instructed by the Client with the appointed Client Representatives for all capital improvement schemes and Water Conservation schemes listed in the WSIP 2010 - 2013.The Consultant shall be required to undertake the duties of Project Supervisor Design Process in accordance with The Safety, Health and Welfare at Work (Construction) Regulations, 2006 [S.I. 504 of 2006].500 000

Objective criteria for selection:
The Restricted Procedure in accordance with the “Utilities Directive” 2004/17/EC as transposed into Irish Law by Statutory Instrument S.I. 50 of 2007 shall be the procedure governing this competition. Following receipt of expressions of interest, candidates will be assessed and short-listed based on the criteria as outlined in the pre-qualification questionnaire. All candidates who meet the minimum criteria will be short-listed.
