A National Business Case for the Development of Public Interest Trusts to Provide Support and Care for Older People

This public procurement competition relates to the provision of consultancy services to prepare 'A National Business Case for the Development of Public Interest Trusts to Provide Support and Care for Older People':
The business case will be built on the following 4 principles:
1. Individualisation of support and care according to the needs and preferences of the older person so that the autonomy and integrity of each is fully respected.
2. 'Intelligent', integrated networks of support and care in the defined geographical areas where the social enterprises will operate; these networks will have the capacity of respond with competence and care to the changing needs of each person over the life-cycle of ageing.
3. Innovation with regard to the type and use of material, financial, infrastructural, and human resources – including the design of housing, transport and social supports - particularly with regard to maintaining the independence and quality of life of the older person.
4. Institutional arrangements for learning and oversight to ensure accountability in the best use of resources, ensuring the best possible experience and outcome for each person, and the transfer of learning throughout the public, private and social enterprise sectors.
