Irish Water (IW) is requesting tenders to establish a multi- supplier framework agreement for the provision of all required works and services associated with Network Services and Rehabilitation Works to support the provision of water services capital investment. It is envisaged that
these Network Services and Major Rehabilitation Works will be carried out in a planned manner where work packages are identified in advance of each call off.
The works will be sub-divided into separate Lots detailed below.
Lot 1: All works and services associated with Network Monitoring and Control Equipment.
Lot 2: All works and services associated with Watermain Rehabilitation Works.
Lot 3: All works and services associated with replacement of Service Connections including lead pipework and common supply pipelines.
Lot 4: All works and services associated with trenchless technology works to support watermain and sewer pipelaying.
Lot 5: All works and services associated with Sewer Rehabilitation Works of Non-Man Entry Sewers.
Lot 6: All works and services associated with Sewer Rehabilitation Works of Man Entry Sewers.
Each Lot is further sub-lotted to individual Irish Water Regions (3No.) which are made up of City and County Council districts as illustrated on the map set out in the prequalification questionnaire. Applicants are required to indicate which region they are applying for if successfully prequalified. Irish Water will limit the number of successful Tenderers to be appointed for each Lot in any one region to ten. IW reserves the right to appoint less than ten Contractors in any one region.
The Framework Agreement will be established for a term of eighteen (18) months with an option to extend annually ofr a period of up to twelve (12) months, to a maximum cumulative term of three years and six months, at the sole discretion of Irish Water.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Procurement Manager to rahern@bge.ie. The questionnaire will cover the financial, economic and technical capacity of the candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 17:00 hrs Wednesday 22.1.2014. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure. Each lot is further sub-lotted to individual Irish Water (IW) Regions (3No.) which are made up of City and County Council districts as illustrated on the map set out in the prequalification questionnaire. Applicants are required to indicate which region they are applying for if successfully prequalified. Irish Water will limit the number of successful Tenderers to be appointed in any one region to ten. Irish Waterreserves the right to appoint less than ten Contractors in any one district.

Transitional Panels - Irish Water will take responsibility for the water and wastewater infrastructure on 1 January 2014. However, it is anticipated that the framework agreement for theses Lots may not be established until May 2014. For the transitional period between 1 January 2014 and the end of May 2014 or such time as the framework agreement becomes operational, Irish Water intends to operate sub-lot panels comprised of the entities that pre-qualify for each sub-lot under each Lot of this tender competition. Irish Water (IW) intends to conduct mini-competitions among Applicants on sub-lot panels for any works required during the transitional phase.

Network Services and Rehabilitation Works associated with Watermain Rehabilitation Works may include, but not be limited to;

i.Survey of existing watermains to be rehabilitated to determine their position, size, material and structural condition, and the location and operability of all fittings.

ii.Rehabilitation of existing watermains of various material types (e.g. Cast-Iron, Asbestos Cement, Pre-stressed Concrete, Ductile Iron, PVC, etc.) using sliplining, directional drilling, pipe bursting, replacement moling, swaging, rolldown, in-situ lining or other suitable trenchless techniques.

iii.Replacement of existing watermains using open cut techniques

iv.Connections to existing and new watermains

v.Installation of new boundary boxes to replace existing backyard, front of house, under house and communal services

vi.Replacement of lead service connections

vii.Decommissioning of existing watermains of various material types (e.g. Cast -Iron, Asbestos Cement, Pre-stressed Concrete, Ductile Iron, uPVC, etc.)

viii.Installation of associated fittings and valves

ix.Construction of valve chambers

x.Crossing of existing services, streams and ditches

xi.Installation of suitable bedding, surround and backfill

xii.Provision of temporary and permanent road reinstatement works in various surface types and reinstatement of grass verges and agricultural lands

Network Services and Rehabilitation Works associated with Replacement of Service Connections including lead pipework and common supply pipelines (commonly referred to as backyard services) may include, but not be limited to;

i.Survey of existing properties to determine location of existing services, stopcocks and connection points.

ii.Removal of existing communication pipes whether lead or other material

iii.Trial holes for route proving for replacement service pipes

iv.The installation of new service pipes, stopcocks, meter boxes, meters either by

- Open cut methods

- Trenchless Methods (e.g. Moling) from rear of property or from front of

property (either under house or side of house)

- External to side of property to connect to internal plumbing system

v.Reinstatement works including roads, footpaths, driveways, concrete hardstandings, patio, landscaped gardens, patios etc as appropriate.

iii.Design and construction of appropriate temporary works for drive shafts and reception pits as appropriate

iv.Installation of pipe sleeves by trenchless technology methods for subsequent insertion of carrier pipes and sewers

v.Installation of carrier pipes and sewers by trenchless methods if appropriate

vi.Monitoring works such as level monitoring at rail crossings

vii.Reinstatement works including field, grass verge, roads, footpaths, driveways, etc as appropriate.

viii.Liaison and management of third parties including Statutory Authorities, Landowners, Utilities etc

Network Services and Rehabilitation Works associated with Sewer Rehabilitation Works of Non-Man Entry Sewers (inside sewers of less than 900mm diameter, or non-circular sewers smaller than 900mm x 600mm.) may include, but not limited to;

i.Sewer and manhole cleaning works using jet vactor units and manual cleaning

ii.Manhole (SUS) and sewer condition inspection (CCTV) survey
