Irish Water is requesting tenders to establish a multi-supplier framework agreement for the provision of all required works and services associated with Major Process and MEICA Works (Incorporating Associated Civil Works) to support the provision of Water Services (water and wastewater) Capital Investment. It is envisaged that these Major Process and MEICA Works will be carried out in a planned manner where work packages are identified in
advance of each call off.
The works will be sub-divided into two separate lots detailed below.
— Lot 1: Works associated with Water Treatment Plants and Ancillaries.
— Lot 2: Works associated with Wastewater Treatment Plant and Ancillaries.
Each Lot is further sub-lotted to individual Irish Water Regions (3No.) which are made up of City and County Council districts as illustrated on the map set out in the prequalification questionnaire. Applicants are required to indicate which region they are applying for if successfully prequalified. Irish Water will limit the number of successful tenderers to be appointed for each Lot in any one region to ten. Irish Water reserves the right to appoint less than ten contractors in any one region.

A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of The Procurement Manager to jswayne@bge.ie. The questionnaire will cover the financial, economic and technical capacity of the candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 17.00hrs Tuesday 21st January 2013. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure. The Major Process and MEICA Works (Incorporating Associated Civil Works) within the Water Treatment Works Lot may include but not be limited to the design and construction of the following:

i.New water treatment plant facilities; including intake works, settlement tanks, filtration systems, disinfection systems, filter backwash water treatment, sludge treatment facilities, clear water storage, highlift pump facilities; in part or in whole.

ii.Replacing and/or upgrading existing water treatment plant facilities including intake works, settlement tanks, filtration systems, disinfection systems, filter backwash water treatment and sludge treatment and disposal facilities; clear water storage facilities, high lift pump facilities

iii.Upgrade and extension works to an existing treatment plant including intake works, settlement tanks, filtration systems, disinfection systems, filter backwash water treatment and sludge treatment facilities, clear water storage facilities, high lift pump facilities; in part or in whole

iv.Chemical storage and dosing facilities;

v.Disinfection Systems

Transitional Panels - Irish Water will take responsibility for the water and wastewater infrastructure on 1 January 2014. However, it is anticipated that the framework agreement for Lots 1 and 2 (works associated with Water and Wastewater Treatment Plants and ancillaries) will not be established until May 2014. For the transitional period between 1 January 2014 and the end of May 2014 or such time as the framework agreement becomes operational, Irish Water intends to operate sub-lot panels comprised of the entities that pre-qualify for each sub-lot under Lots 1 and 2 of this tender competition. Irish Water intends to conduct mini-competitions among applicants on sub-lot panels for any works associated with Water and Wastewater Treatment Plants and ancillaries required during the transitional phase.

The Major Process and MEICA Works (Incorporating Associated Civil Works) within the Wastewater Treatment Works Lot may include but not be limited to the design and construction of the following:

i.New urban wastewater treatment plant facilities; including Primary, Secondary and Tertiary treatment in part or in full.

ii.Upgrading and/or replacing existing urban wastewater treatment plant facilities;

iii.Preliminary treatment facilities including screening units, grit traps, macerators, mixers, pumping stations etc.;

iv.Primary and secondary settlement tanks;

v.Secondary treatment facilities including activated sludge systems and attached growth systems;

vi.Tertiary treatment facilities;

vii.Sludge treatment and disposal facilities including dewatering, poly dosing, picket fence thickeners, conveyors, sludge drying, skips etc.;

viii.Stormwater holding facilities;

ix.Washwater facilities;

x.Odour treatment facilities;

xi.Noise control facilities;

xii.Chemical storage and dosing facilities;

xiii.Wastewater quality monitoring

xiv.Instrumentation, control and automation systems.

Description of options:

The Framework Agreement will be established for a term of eighteen (18) months with an option to extend annually for a period of up to two years. to a maximum cumulative term of three years and six months, at the sole discretion of Irish Water.

A consortium/joint venture will not be required to convert into a specific legal form in order to submit a Pre-Qualification Submission, but may be required to do so prior to award of the Framework Agreement. Irish Water may:

i. contract with the prime contractor only;

ii. contract with each member of the consortium/joint venture on the basis of joint and several liabilities;

iii. contract with one member of the consortium/joint venture as prime contractor to whom the other members will be sub-contractors; or

iv. at its discretion, require the consortium/joint venture to enter into any other contracting arrangement.
