As part of their Water Conservation Project, Wicklow County Council is implementing the rehabilitation of mains in the network that are not suitably responsive to active leakage control measures. Rehabilitation works will be carried out.
Under discrete Works Packages/Contracts.
Wicklow County Council seeks expresssions of interest from suitably qualified and experienced Contractors in relation to their Watermains Rehabilitions Contract 1 and 2.
Contract 1 and 2 will be completed as seperate contracts, and accordingly applicants will be shortlisted seperately for both contracts under this competition. Applicants may wish to be considered for Contract 1 only, Contract 2 only, or both and must clearly state their preference in their application. Where applicants do not state a preference they will be considered for both.
Wicklow County Council intends to invite tenders from shortlisted applicants for Contract 1 shortly following shortlisting.
Applicants shall be aware that, dependent on funding, Wicklow County Council may decide not to invite tenders from shortlisted applicants for either contract. This decision shall be at the sole discretion of Wicklow County Council.

Wicklow County Council is proposing a project to rehabiliate watermains throughout the Wicklow Area involving mains renewal of mostly cast iron and asbestos cement mains.Wicklow County Council now seeks expressions of interest from suitably qualified and experienced Contractors in relation to their Watermains Rehabilitation Contract 1 and Contract 2. Contract 1 provides for the rehabilitation of approximately 26km of mains.This involves the replacement of mains of various materials and diameters by open cut and trenchless techniques at various disparate locations in County Wicklow. It is envisaged that Contract 2 will have similar characteristics. Replacement of some common backyard service connections will be required.For both Contracts, the scope of works will include the supply, construction, testing, and commissioning of new mains and services and the decommissioning of existing mains and services. It will also include the management of public relations with property owners to whom new service connections are being provided, and with the general public who may be affected by the works.Considerable quanties of mains targeted for rehabilitation may be located in busy throughfares where progress could be slow. The work is likely to require trial holing to determine the proximty of other services and to determine the routes of new mains and methods of construction.On account of the nature of the work and the spatial extent of the project a number of Contractors will be required to carry out the works. The principal constraints which will require contractor complaince are outlined below:— Rehabiliation in accordance with specification and programme of distribution water mains and assoicated communication pipes,— Complaince with road maintenace reinstatement specifications/requirements in each of the Town Councils and Wicklow County Council,— Compliance with limited access to sites (and night work) due to traffic management requirements,— Operational flexibility to ensure successful management of multi-sites simultaneously,— Site operations will require a high degree of customer care in regard to continuity of water supplies, quality of water as well as minimised inconvenience to pedestrians and road traffic,— Complanice with pre-determined Key Performance Indicators (KPIs) e.g. customer off-water periods/water quality issues/key customers/temporary & permanent reinstatement periods/complaints management,etc,— Ground conditions (rock/water) as would be expected in roadways, footways and verges,— Other Utilities Infrastructure (Electricity/Gas/Telecoms,etc),— Supply & Management of requisite pipes and fittings for network rehabilitation,— Working in co-operation with parallel projects e.g. domestic metering, sewerage schemes and other utility activities,— Compliance with stakeholder management strategies,— Contractors to have requisite training and skill sets covering watermain replacement, backfills, traffic management and reinstatement. In addition to network rehabilitation works, the contract may also involve additional enabling works, to ensure that maximum benefit is gained from mains renewal e.g. rezoning, link mains (short lenghts), water meter replacement, pressure management schemes, leak repairs, etc,— The works contractors may be required to fulfil the role of the Project Supervisor Construction Stage(PSCS) as per the Safety, Health and Welfare Act 2005 or to cooperate with an appointed regional PSCS.5 000 00010 000 000

All prices quoted in tenders shall be in Euro and all payments shall be made in EUR Payments shall be made on the basis of completed services in accordance with the appropriate terms and conditions as contained in the contract documents. These will be set out at a later stage in the selection process.

Legal form to be taken by the group of economic operators to whom the contract is to be awarded:

Where a successful tender is submitted by a consortium, each company or firm in the consortium must be jointly and severally liable to the Contracting Authority for the fulfillment of the terms of the Contract.

Other particular conditions:

It is a condition of award of any contract that the service provider is able to produce promptly a current tax clearance certificate. In the case of a non-resident service provider, he/she should be in a position to produce a statement in lieu of a current tax clearance certificate, from the Revenue Commissioners, that he/she has satisfied them as to their suitability on tax grounds to be awarded the contract.

Contract 1 and Contract 2 will be completed as separate contracts, and accordingly applicants will be shortlisted separately for both contracts under this competition.
