Submissions shall be returned to the Address in Annex A.III of the Notice published in the Official Journal of the European Union (OJEU) by the time and date in Section IV.3.4 of the Notice.
Applicants are reminded that failure to provide the requested information, or the provision of incomplete, false or misleading information will result in their exclusion from the procurement process.
Applicants are advised to retain a full and accurate copy of their submission.
Applicants for pre-qualification must return four (4) hard copies and one (1) soft copy on CD, of their Pre-qualification Submission which shall be in a sealed envelope clearly marked " Water Supply Project - Dublin Region.".
Dublin City Council is subject to the provisions of the Freedom of Information (FOI) Acts 1997 and 2003. If an Applicant considers that any information supplied is commercially sensitive or confidential in nature, this should be highlighted and the reasons for its sensitivity specified. In such cases the relevant material may, subject to the provisions of the Act, be protected from access in response to a FOI request.
It will be a condition for the award of any contract by Dublin City Council that the successful Tenderer, must submit a signed statement that the company and all proposed sub-Contractors (if applicable) are able to produce a valid Tax Clearance Certificate in compliance with Circular (43) 2006 and that the certificate will be maintained for the duration of the contract and will be on a 12 month basis. In the case of a non-resident Tenderer, a statement of suitability from the Revenue Commissioners will be required.
It will also be a condition for the award of any works contract by Dublin City Council that the successful tenderer and all sub-contractors are tax compliant with regard to Relevant Contract Tax (RCT).
Suppliers must register their interest on the etenders web site in order to be included on the mailing list for clarifications.

(2) All candidates will be required to produce a certificate or declaration demonstrating that the candidate, their directors, or any other person who has powers of representation, decision or control of the candidate has not been convicted of conspiracy, corruption, bribery, or money laundering. Failure to provide such a declaration will result in the candidate being declared ineligible and they will not be selected to participate in this procurement process.

(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.

Minimum turnover for Applicants is 5 000 000 EUR per annum over the last three (3) financial years.
Minimum level of Professional Indemnity Insurance is 6 500 000 EUR.
Minimum level of Public Liability Insurance in respect of any one accident is 6 500 000 EUR.
Minimum level of Employer's Liability Insurance in respect of any one accident is 13 000 000 EUR.

Applicants*must have average annual manpower, including management, in each year over the last 3 years of at least fifty 50 employees.
Applicants must demonstrate adequate experience, inter alia, in the areas of Data Collection, Hydrodynamic and Water Quality Modelling, Water Abstraction, Technical Development, Environmental Impact Assessments, Communications and Planning.

Legal form to be taken by the group of economic operators to whom the contract is to be awarded:
Expressions of Interest may be submitted by a consortium of economic operators. Should the contract be awarded to a consortium of consultants, each member of the consortium may be required to accept joint and several liability to the Contracting Authority for the fulfilment of the terms of the contract or the Contracting Authority may require that a single consortium member takes primary liability for the contract as the prime contractor and that the other members of the consortium are sub-consultants. Collateral warranties from any sub-consultants to the prime contractor will be required in this case. The identity of each member of the consortium and the legal form to be assumed by the consortium must be advised to the Contracting Authority. Any consortium shall be required to have a designated lead consultant.
