Training in socio-economic analysis and applied forecasting - IDEAS Programme Vietnam
Irish Aid is inviting tenders for the provision of institutional support and training in socio-economic forecasting and other applied quantitative economic and socio-economic analysis to Vietnamese Government officials and others involved in the analysis of economic, monetary and investment policy and planning at a national level in Vietnam.
The tenders are sought under the provisions of the Irish Development Experience Sharing (IDEAS) component of Irish Aid’s Vietnam Country Programme 2011-2015.
Background.
Irish Aid’s Bilateral Programme with Vietnam commenced in 2005. The 2007-2010 Programme contained a commitment to develop bilateral experience exchange links between Ireland and Vietnam. This commitment resulted from requests by the Vietnamese Government that, alongside financial assistance, Ireland would make available to Vietnam lessons from Ireland’s own development experience, with particular reference to economic and private sector development.
In response to this request, Irish Aid developed the IDEAS initiative. One aim of IDEAS has been to support the building and enhancement of governance, policy and analytical capacity amongst institutions responsible for economic advice in Vietnam. Activities have included tailored training, joint research and institution level dialogue and interaction between relevant Irish institutions and their Vietnamese counterparts.
The IDEAS programme was initially approved on a pilot basis in 2009 for implementation over the 3 year period 2009-11 inclusive. The IDEAS programme has been mainstreamed in the new Vietnam Country Programme 2011-2015 (attached to this tender notice), and will underpin Objective 3 of the 2011-15 Programme which is to "Strengthen the capacity of central Government, research agencies and private sector in economic management".
