All documentation requested at section 3.2.A and 3.2.B of RFT must be submitted if tenderer is to progress to the evaluation stage. The Contracting Authority will apply the award criteria following the assessment of the sample test kit supplied and based on a thorough laboratory evaluation performed under routine working conditions within a large scale serodiagnostic facility. Award Criteria as follows: โ€” ultimate cost - 400 marks, โ€” technical merit (test performance criteria as follows) - 400 marks, โ€” sensitivity, โ€” specificity, โ€” repeatability, โ€” reproducibility and, โ€” ease of use, โ€” quality of product (as follows) - 100 marks, โ€” presentation, โ€” packaging, โ€” labelling of kit, โ€” quality of contingency arrangements - 100 marks. Suitability to pursue the professional activity:
All canditates are required to complete and sign Appendix 5 attaching to the RFT.
Economic and financial standing:
(1) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(2) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.

A copy of the most recent year/part year accounts (balance sheet and Profit and Loss).
Technical and professional ability:
(1) A statement of the candidate's average annual number of staff and managerial staff over the previous 3 years.
(2) All candidates will be required to provide certification drawn up by an independent body attesting the compliance of the economic operator with quality assurance standards based on the relevant European standards
(3) Samples, descriptions and/or photographs, the authenticity of which must be certified if the contracting authority so requests
(4) A statement of the principal goods sold or services provided by the supplier or the services provider in the past 3 years, detailing the dates on which the goods were sold or the services provided; the consideration received; the identity of the person to whom the goods were sold or the services were provided.

(5) A statement of the tools, plant or technical equipment available to the service provider or contractor for carrying out the contract.
Tenderers are required to submit one complete sample kit which must contain all the reagents necessary to perform an indirect ELISA for Brucella abortus on indivdual and pooled bovine serum samples.
Tenderers must submit supporting documentation including validation data in respect of the test kit as they propose to supply see section 3.2.B number 5 of RFT.
