Supply and Installation of Secure VMS Terminals
The Sea-Fisheries Protection Authority (SFPA) requests tenders from Prime Contractors for the provision of the following:
a. Secure Satellite Position Reporting terminals on board a minimum of 90 and a maximum of 100 Irish Fishing Vessels exceeding 12 metres in overall length.
b. Satellite Communications Services enabling the terminals to transmit position reports and other data to the Irish Vessel Monitoring System (VMS) from wherever the vessel operates.
c. Terminal to be delivered as soon as possible but no later than mid January 2013 and installations at a number of Irish ports to be completed as soon as possible but no later than the end of first quarter 2013.
d. In addition the SFPA may exercise a further option to purchase Secure Satellite Position Reporting terminals for a further minimum of 90 and maximum of 100 Irish Fishing Vessels exceeding 12 metres in overall length and terminal installation at a number of Irish ports in 2013 and to be completed by the end of December 2013.
e. The Tenderer is to offer a model of warranty that ensures availability of maintenance, servicing and replacement for those fishing vessels that choose to contract such an offer.
f. Terminals must be capable of communicating and integrating with existing Fisheries Protection System (FPS) back office systems at no cost to the SFPA or Irish Naval Service (INS). The terminal will be required to monitor terminal operating status and transmit alerts to FIS.
g. Terminals must be future proofed by way of providing the ability for simultaneous data transmission in addition to VMS such as ERS data.
