Additional information

It is anticipated that at least three firms will be invited for presentation and interview, depending on the quality of applications received. All candidates will be evaluated and scored against the criteria and minimum levels stated in this notice. The top scoring firms will be included on the final list.

Creative proposals are not being sought in this tender. We are more interested in the capabilities of your firm in specific areas of work which will have a relevance to the work of the FSAI. We are also interested in your proposals on the structure of relationship that you would propose, the people who would lead that relationship and the structure of your fee charges. Please also note that we are particularly interested in sustained campaigns of activity aimed at particular audiences, rather than single-project work.

Specifically, we would like your proposal to contain the following:

— description of your firm, its track record in the Irish market and its areas of speciality,

— the names, titles, qualifications, experience, proposed role and responsibilities of the persons who will be involved in the FSAI account, if the tenderer is successful. Please include the experience/expertise of the team in campaigns of a similar nature or of relevance to the Food Safety Authority of Ireland’s area of operation,

— detail your skills and experience with media contacts and the relationships already established,

— two case studies should be provided which give evidence of your expertise in areas of communication you deem to be relevant to the work which the Food Safety Authority of Ireland conducts,

— finally, the hourly and daily rate for each team member being proposed, and a proposal for the fee levels on a contract with specific hour inputs over a twelve month period.

Keep answers brief, to the point and do not provide any information that has not been requested. Sub-contracting part or all of the public relations services is not permitted. The award of contract will be subject to successful presentation and interview. The award of contract will be subject to the approval by the competent authorities. The award of contract will be subject to the provision of a current and valid tax clearance certificate. The awarding authority will not be responsible for any costs, charges or expenses incurred by candidates or tenderers.

Completed tenders may be posted or hand delivered, but must be received by the FSAI not later than 12:00 noon on 20.9.2012. Completed tenders submitted by e-mail or facsimile will not be accepted. It is the responsibility of respondents to ensure that completed tender submissions are received on time. Three hard copies of the completed tender submission, in a sealed envelope, should be clearly marked “Public Relations Services” and addressed to:

Award of contract will be subject to successful presentation and interview. The interview date is 2.10.2012. It is essential that key personnel to be assigned to this contract be available and present at the interview.

The FSAI is not obliged to accept the lowest, or any, tender. The FSAI may decide, following evaluation of tenders, not to proceed with the award of contract and no liability shall fall on the FSAI arising from costs incurred.
