The passport service of the Department of Foreign Affairs and Trade (“the Department”) wishes to invite expressions of interest from suitably qualified suppliers with a view to selecting a minimum of five candidates to tender for the contract to design and supply completed passport booklets to the standard required by ICAO Document 9303 for machine-readable biometric passports using facial image data. The booklets will have to have sufficient durability to meet the required standard passport lifetime of 10 years.

The Department issues in the region of 550 000 to 650 000 standard passports per annum. It is not possible to predict demand with precision nor to guarantee a fixed level of demand for passport booklets in any 1 year. However, current indications are that annual demand will continue to be in the region of 550 to 650 thousand booklets over the coming years. In addition, the department will wish to maintain a permanent buffer stock of booklets of about 150 000.
