Provision of Electrical and Mechanical Engineering Installation Services

Cork City Council operates the Kinsale Road Landfill site located on the South City Link Road. As part of the on-going development of the site an area (known as contract 10) of the Landfill has recently been capped off. Part of the capping project requires installing a leachate recovery pumping system. The infrastructure which includes the borehole type wells, pumping chambers, pipe work system and cabling ductwork has been installed.
The next phase of the project is the installation of the pump system for the control of leachate. The project will include the installation of the following:
โ€” electrical / control infrastructure such as power cabling,
โ€” control cabling, control systems etc,
โ€” mechanical installation of the pumps including the local control gear,
โ€” installation / upgrade of the existing SCADA / PLC control system,
โ€” design and project management services as required for the specification and installation of the required services,
โ€” The pumps are already onsite.
This document details the requirements for the design and installation of the mechanical, electrical and process elements of the leachate pumping system.
The overall leachate pumping system includes pumps, instrumentation, cabling, rising mains, chambers and ancillaries. Some elements are currently onsite or will be supplied by Cork City Council, while some elements are included in the M&E Works described in this specification.
For clarity, the following civil works have been completed (late 2011):
โ€” General clearance and profiling of waste,
โ€” Installation of a LLDPE liner and associated geocomposites,
โ€” Capping the area with 850mm of subsoil and 150mm of topsoil,
โ€” Landscaping and roads,
โ€” Surface water drainage works,
โ€” Installation of gas wells and associated gas collection pipework, manifolds, chambers etc,
โ€” Installation of 4 no leachate wells and wellhead chambers,
โ€” Installation of 3 no leachate sumps to collect leachate and condensate,
โ€” Installation of leachate rising main from wells and sumps to the leachate lagoon,
โ€” Installation of ducts (for power and telemetry) and associated draw pits within the capping,
โ€” Specification and procurement of pumps.
The scope of the M&E works required for the Leachate Pumping System includes the following:
โ€” Project Management Services,
โ€” Design Services,
โ€” Health and Safety Management,
โ€” Control System,
โ€” Power distribution system,
โ€” Telemetry System,
โ€” Amendments to the existing PLC /SCADA system to incorporate the new pumping systems,
โ€” Ancillary works,
โ€” Commissioning,
โ€” Documentation and OEMโ€™s.

Drawings provided are original construction issue drawings and may not reflect the as built structures, locations and terminations of pipe work and ducts etc. The Contractor shall satisfy himself that his submission is fit for purpose in relation to that which has been constructed on site.
