General Background Information:
The agglomeration of Newcastle West is located on the N21, approximately 40km southwest of Limerick City. The existing Waste Water Treatment Plant (WWTP) was constructed in 1984. The current loading on the WWTP is approximately 7,500pe. The plant accommodates sewerage from the town of Newcastle West through a series of combined gravity sewers. In addition to domestic and non-domestic loading from the town, sludges from smaller plants in west Limerick contribute to the current loading at the Newcastle West WWTP. Discharge from the WWTP is to the River Arra. As part of the Newcastle West sewerage Scheme, it is proposed to connect the villages of Ardagh (6km north of Newcastle West) and Castlemahon (4.5km south east of Newcastle West). The agglomeration was issued a wastewater discharge licence by the EPA in November 2009 (EPA ref: D0108-01).
General Requirements:
Limerick County Council (the Client) requires the services of a competent Consultant, experienced in major Civil Engineering Works in the field of Wastewater Treatment and Collection, for the Preliminary Report, Design, Tender Action Evaluation & Award, Construction and Handover stages of the proposed Newcastle West Sewerage Scheme (Stages (i)-(v) of the DOF Conditions of Engagement).
The main objectives are:
โ€” examine and recommend improvements to the existing pipe collection network,
โ€” identify new areas for extension of the collection network,
โ€” assess the existing treatment plant capacity and recommend improvements required to accommodate current and future loadings, energy efficiency, energy recovery, sludge handling,
โ€” assess the existing site for expansion,
โ€” identify improvements necessary to accommodate the inclusion of Ardagh and Castlemahon villages,
โ€” prepare EIS if required following Environmental Impact Appraisal,
โ€” prepare contract documents and implement improvement proposals,
โ€” yield value for money to the Client.
