National Online Inspection Contract

Bord Gáis Networks requires the provision of an online inspection service using the principle of Magnetic Flux Leakage (MFL) of their gas transmission pipeline system to carry out internal inspection of selected pipelines to determine any internal or external metal loss, pipeline damage, defects, etc. It will include all activities associated with pre-inspection, inspection and post inspection. It will include all logistics, pre-cleaning activities, provision for pollution, recording of data, analysis of data and presentation of results. The approximate total length of pipeline to be inspected is 1500km. This is made up of approximately 23 discrete pipelines of various diameters between 8” and 36”. The scope includes the inspection of 2 subsea interconnector pipelines (24” and 30”) both of which are approximately 200km in length. The duration of the contract will be for an initial period of 3 years with an option to extend for 2 further 1 year periods. A pre-qualification questionnaire will be issued to all candidates who respond to this notice. Expressions of interest should be addressed in writing and sent via email for the attention of the Networks Procurement Manager to rahern@bge.ie. The questionnaire will cover the financial, economic and technical capacity of the candidates. The questionnaire must be completed and returned to the address in I.1. above not later than 17:00 hrs Wednesday 14.11.2012. The responses will be used to assist in drawing up a tender list. This process may also include interviews with candidates. The contracting entity will not be responsible for any costs, charges or expenses incurred by candidates or tenderers relating to this contract award procedure. A group will not be required to convert into a specific legal form in order to submit a request to participate, but may if Bord Gáis Éireann considers it necessary to ensure that the contract is carried out to its satisfaction, be required to do so prior to award of the contract. Bord Gáis Éireann also reserves the right to contract with each member of the group on the basis of joint and several liability, or with one member of the group as a main contractor with a number of sub-contractors or on any other basis as Bord Gáis considers appropriate.
