Motorway maintenance and renewals contract (MMaRC)

National Roads Authority (NRA)

The Contracting Authority (National Roads Authority) wishes to procure contractors for the provision of network maintenance services on selected high speed motorway and dual carriageway sections (including junctions and slip roads) which comprise part of national road network in Ireland. The services include:
1) Undertaking routine inspections and maintenance of the asset, including pavement, drainage, structures, bridges, signage & safety barriers;
2) Responding to incidents on the network, including emergencies and repairs to damage;
3) Provide severe weather response & winter maintenance service;
4) Collect & manage asset data within an asset inventory system;
5) Undertake improvement, rehabilitation and renewal works, where directed by the NRA.
Three separate lots are to be included in the contract. Lot A is centred in the Greater Dublin area and totals approximately 135km including parts of the N/M1, N/M2, N/M3, N/M4, N7 and N/M11. Lot B in the Midlands and West of the country totals approximately 253km and includes parts of the N/M4, N/M6, M7 and N/M18. Lot C to the South and South East totals approximately 259km and includes parts of the M7, M8, M9, N10, N/M20, N22, N24 and N25. All lengths are mainline route lengths (not carriageway lengths) and do not include measurement of slip roads, loops, etc., which are also included in the contract.
A single suitability assessment questionnaire (SAQ) is to be submitted to cover the three lots. In addition Applicants will be required to separatley indicate which lots they would tender for if deemed successful following suitability assessment. Applicants will be ranked and shortlisted based on SAQ and then a shortlist will be developed for each lot with reference to the stated intention of the Applicants to tender for each particular lot.
Interested parties should note that while they may be shortlisted, the Authority does not intend to award more than one MMaRC to any one entity (including related or associated entities, such as companies controlled by a mutual parent or having the same joint venture partners) save in accordance with certain provisions as detailed in the Information Memorandum.
