One of the general obligations of both the Medical Council and An Bord Altranais (Hereinafter the “Contracting Authorities”) is that appropriate training is provided for members of Council, Board and external members of relevant committees to ensure they have a proper understanding of their roles and responsibilities in the handling of complaints against registrants, pursuant to parts 7, 8 and 9 of the Medical Practitioners Act, 2007 Part 5 of the Nurses Act 1985 and parts 7, 8 and of the Nurses and Midwives Act, 2011.
Accordingly, in February 2011 The Medical Council, in conjunction with An Bord Altranais, the “Contracting Authorities” conducted a learning and development needs analysis. The design and delivery of the learning and development programme will be a matter for the successful tenderer. Continual evaluation of the Programme will be required by An Bord Altranais and the Medical Council as it is rolled out and delivered.

Among the functions of the "contracting authorities" under their respective Acts is the establishment of committees to inquire into complaints, to make decisions and to give directions relating to the imposition of sanctions on registrants.The "contracting authorities" wish to put in place and oversee a training programme for members of Council, Board, Committees, Working Groups, and in particular for members of Fitness to Practise hearing panels including "contracting authorities" staff involved in fitness to practise, external solicitors, legal and lay assessors engaged by the “contracting authorities”.NB: By law the majority of the members of the Fitness to Practise Committee shall consist of persons who are not nurses, midwives or medical practitioners. The main role of the committee is to inquire into complaints against nurses/midwives/medical practitioners and submit a report to the An Bord Altranais/ The Medical Council respectively.Please Note: the scope for this project was defined through a comprehensive requirements collection process, however, it is the "contracting authorities" policy to seek continuous improvements over the duration of all contracts. Both parties will continually work with the successful supplier to identify, evaluate and analyse opportunities for improvement which are mutually beneficial with a view to designing and implementing appropriate changes. All aspects of the contract may be subject to such improvements, including:Quality levels performance, levels process, efficiencies, innovative approaches, sharing of price efficiencies.
