Land agency & real estate services for the networks business of Bord Gáis Éireann
Bord Gáis Éireann intends to commence a competition to appoint a suitable service provider for land agency and real estate services in the Republic of Ireland, for landowner pre-entry consultation & coordinating landowner agreements for pipelines, above ground gas installations and associated works on behalf of Bord Gáis Networks. Successful tenderers will be appointed to the Bord Gáis Networks framework for professional services for a period of three (3) years, with the option to extend for a further one (1) year, subject to an annual review after year three (3) and at the sole discretion of Bord Gáis Networks. The successful tenderer shall have a presence in the Republic of Ireland for a minimum period of three (3) years. The contracts to be awarded under this competition are divided into 2 lots:
Lot 1 land agency services.
Landowner pre-scheme consultation and issue package arrangements with Land owners, farming community, forestry organisations and Statutory Bodies. Valuation assessment for development lands. Land pre-entry consultations for gas infrastructure projects. Preparing evidence for presentation as part of appeals and/or hearings. Attendance at arbitrations hearings gas infrastructure projects. Assistance with route evaluations on all types of gas infrastructure projects. Liaising with land owners and their advisors, including maintaining landowner record updates & surveys where required. Coordination of Professional Services for acquisition of lands for above ground gas installations, pipelines and pipeline storage areas. Completion of planning investigations and advising on development potential of lands impacted by gas infrastructure projects. Coordination of Specialists, Advisors and Subcontractors for landowner requirements for gas infrastructure projects. Agricultural & agronomy services, agricultural liasion officer functions. Land reinstatement and drainage resolution.
Lot 2 real estate services.
Provision of services for rating advice, including global rates evaluation, and valuation appeals on BGE properties. Advising on rate liability including appeals and obtaining exemptions. Coordination of Professional Services for acquisition of property. Disposal services. Rent reviews. Preparation of reports, briefing notes, files and electronic records to complete duties set out in the above scope.
This requirement is being tendered by Bord Gáis Éireann for its networks business (“Bord Gáis Networks”). It is envisaged that a contract will be awarded by Bord Gáis Éireann with respect to such requirement for Bord Gáis Networks only. Candidates should note that Bord Gáis Éireann reserves the right at any time, and from time to time, at its absolute discretion, to transfer all or any part of the contract to a third party (which may be an associated company of Bord Gáis Éireann or otherwise). Without prejudice to the generality of the foregoing, Bord Gáis Éireann may exercise this right because it is required, or it considers it appropriate, to do so having regard to any arrangements implementing the unbundling requirements of the Third Gas Directive (Directive 2009/73/EC) in Ireland. The successful tenderer maybe required to put in place arrangements to comply with Bord Gáis Éireann’s regulatory separation obligations with respect to its networks and energy businesses. Where this competition is ongoing at the time of any transfer of the networks business of Bord Gáis Éireann to a third party, such third party may take over the conduct of this competition. In such case, the contract will be awarded by and entered into with that third party.
