The GDA proposes to engage in a competitive process for the establishment of a single party framework agreement for Implementation Programmes Support Services (including programme manager).
The services will be performed on the grounds of St. Brendan's Hospital in Grangegorman, Dublin 7. The framework will be of six (6) years duration.
The estimated total of value for these services is in the range of 3 000 000 EUR - 12 000 000 EUR.
It is not known at this stage the value and frequency of contracts to be awarded under this framework agreement.
Programme management (as distinct from project management) is the process of managing a number of related projects (the programme) with the intention of improving and optimising performance and outcomes for the GDA.
The service provider will have an understanding and oversight of the purpose and status of all projects, and will use this to support project level activity to ensure overall GDA goals are achieved. The service provider will particularly need to understand cross-project dependencies, including gaps and overlaps as well as opportunities for increasing synergies between projects, and will therefore need to have a thorough understanding of project characteristics such as proposed design solutions, project programmes, risks, specifications, etc. The service provider will also need a full appreciation of the strategic aims and objectives of the GDA, as well as the practical, operational, governance and stakeholder needs.

Also, there may be an option for renewal in the framework agreement and/or some or all of the contracts awarded pursuant to the framework agreement. The exact details of these options are not known at this point.
