The invitation to tender will be in two lots:
Lot 1 High Volume Printing Equipment โ€“ Detailed requirements described in Appendix 1 โ€“ Lot 1.
Lot 2 High Volume Insertion Equipment โ€“ Detailed requirements described in Appendix 1 โ€“ Lot 2.
The printers currently in use are Xerox 4127 cut sheet printers and Data Products heavy duty band printers. It is planned to replace all these printers.
The existing mailing equipment comprises the following:
APitney BowesFPS model which was commissioned in January 2008. This is required to process 30 000 documents daily and to date has inserted 21.5 million pieces of mail. This unit has vendor support and will be retained in service.
A Pitney Bowes 8 Series which was commissioned some 10 years ago and which has reached end of life and will be replaced.

Title of the lot: Lot 1 High Volume Printing Equipment
Short description:
Suppliers are requested to present proposals for the supply of printing equipment which will replace existing equipment; two Xerox 4127 cut sheet printers and three Data Products heavy duty band printers. The new equipment will be required to print some 9.1 million documents annually in a mix of both continuous and cut sheet format. These documents include Motor Tax Discs, Vehicle Registration Certificates, Penalty Point correspondence, Driver and Motor Tax Reminder Notices. These documents including production frequency and associated deadlines are described at Table 1 โ€“ Appendix 1.

Quantity or scope: Under existing arrangements printed documents are split approximately 50/50 cut sheet and continuous format but the Department is open to proposals for alternative approaches or combinations which will meet both current and future printing requirements in the most efficient and cost effective way.It is envisaged that the printing equipment will comprise a minimum of two units and that each unit will provide contingency for the other with each unit having the capability to handle the overall volume on its own.Suppliers must provide a solution for alternative backup resources and contingency plans in the event of a major catastrophe for the most critical documents e.g. Motor Tax Discs and Vehicle Registration Certificateโ€™s.The plans must detail alternative secure resources to immediately meet the requirements and delivery schedule of the contract, in the event of unforeseen circumstances, events or machinery failure.

The new equipment will be required to compliment the existing equipment (Pitney Bowes FPS model) which will remain operational such that each unit can provide contingency for the other with each unit having the capability to handle the overall volume on its own.
