An Post, established in 1984, operates the National Postal Service, along with an array of money transmission, savings and retail services throughout Ireland. In addition, An Post provides agency services for Government Departments and other bodies.
As a national service provider, An Post delivers to over 1.88 m households each week through 1 250 retail Post Office outlets nationwide. An Post has an annual turnover in excess of EUR 800 000 000.
An Post is seeking submissions from interested parties regarding the provision of services relating to the personalisation and addressing of Elections Materials (Litir um Thoghchรกn:
Dail and Seanad free postage scheme). Interested parties should have demonstrated capability and experience in this specialist area. Successful suppliers will be appointed to a framework agreement to cover future elections requirements.
The An Post group includes a number of subsidiaries and associated companies including An Post National Lottery Company, One Direct, Postpoint, An Post Billpost Processing Services Limited, Post Consult International Limited, PrintPost Limited, and The Prize Bond Company Limited.
It is anticipated that any framework agreement will run for a period between 3 and 5 years to cover all future elections requirements including (but not necessarily limited to):
โ€” General Elections,
โ€” European Elections,
โ€” By Elections,
โ€” Referenda,
โ€” Presidential Elections.
Suppliers must have demonstrated capability and capacity in the provision of personalisation and addressing services to meet the volume requirements and tight deadlines that are usually associated with elections.
An Post may consider the use of Reverse Auction tools to assist with the supplier selection process.
Requirements.
Suppliers must have capability to over print name/address (and possibly other details) to the following specifications:
โ€” DL Card (3up on A4 Sheet) with minimum daily overprinting capacity of 400,000 cards,
โ€” A4 folded to DL with minimum daily overprinting capacity of 200,000 A4 sheets,
โ€” Other formats that may be required from time to time.
Suppliers must have the capability to receive large data files and undertake full quality checking and data management responsibilities in accordance with elections print requirements. Suppliers must be capable of providing print in a prescribed mailsort order - as may be determined on an election by election basis.
Suppliers must be able to provide close daily and sometimes hourly liaison and support to the An Post elections team during any election event and ability to provide rapid response and turnaround is critical. Suppliers must be available to deal with short notice requests and must be willing to support frequent on-site visits, inspections, and progress checks during any election event.

Conditions for participation
Suitability to pursue the professional activity:
(1) All candidates will be required to produce a certificate or declaration demonstrating that they have fulfilled obligations relating to the payment of taxes under the law or of the relevant State in which the economic operator is established.
Economic and financial standing:
(1) All candidates will be required to provide a reference from their bank.
(2) All candidates will be required to provide evidence of relevant professional risk indemnity insurance.
(3) All candidates will be required to provide a statement, covering the 3 previous financial years including the overall turnover of the candidate and the turnover in respect of the activities which are of a similar type to the subject matter of this notice.

Technical and professional ability:
(1) A statement of the candidate's average annual number of staff and managerial staff over the previous 3 years.
(2) Details of the educational and professional qualifications of their managerial staff; and those of the person(s) who would be responsible for providing the services or carrying out the work or works under the contract;
(3) All candidates will be required to provide certification from an independent body attesting conformity to environmental management standards in accordance with the Community Eco-Management and Audit Scheme (EMAS); or the European standard BS EN ISO 14001.
