Framework Agreement for Works Contractors to carry out Student Residences Refurbishment Works at UCD
UCD is issuing this notice inviting expressions of interest as the first stage of a two-stage process under the restricted procedure. The purpose of the first stage is to obtain information from applicants to determine their suitability on the basis of financial standing, technical competence and capability and relevant experience to carry out the project.
Up to the top ten highest scoring suitably qualified applicants at suitability assessment stage will be shortlisted and invited to tender for appointment to the Framework Agreement described in this and the attached documents.
Provided there are a sufficient number of suitable tenderers available, it is anticipated that eight tenderers will be appointed to the Framework Agreement.
Please note this is not a tender document.
To register their interest, applicants are required to complete the Suitability Assessment questionnaire. The onus rests with the applicant to provide all details relevant to the works required. All applicants must provide the information required under the relevant headings, in the spaces provided, and in the format requested.
UCD currently envisages carrying out a Programme of Refurbishment Work to its existing Student Residence on Campus.
The works to the student residences will be carried out within a live educational campus, while adjacent residence and academic buildings will be occupied. The works will typically be undertaken in separate contracts that will involve refurbishment of between 100 and 200 bedrooms units arranged in 3 or 4 bed apartments and may include works to the building external envelope such as glazing replacement, external wall render, replacement of kitchens, wc's shower rooms, internal refurbishment of the apartments and common areas, electrical & data wiring, plumbing renewal works as well as joinery works and card access installations. External works may include enabling/infrastructural type works such as earthworks, services diversions as well as finishing works of roads, pavings and landscaping. External treatments may include both hard and soft landscaped areas.
The project will be carried out within a live third level educational campus environment with active teaching spaces and student residences in close proximity.
Any contracts for individual projects entered into by UCD on foot of the Framework Agreement (โCall-Off Contractsโ) shall be governed by the Public Works Contract for Building Works Designed by the Employer as published by the Department of Finance, current at the date of the Call-Off Contract. The establishment of the Framework Agreement will be on the basis of two competitions for two initial Call-Off Contracts comprising (1) the refurbishment of Belgrove Residences and (2) the refurbishment of Merville Residences.
Further information regarding the operation of the Framework Agreement can be found in the Information for Applicants documents (also available to download from
