Framework Agreement for fully Integrated Design Team Services for Period House Development Works

University College Dublin (UCD)

UCD is issuing this notice inviting expressions of interest as the first stage of a two-stage process under the restricted procedure. The purpose of the first stage is to obtain information from applicants to determine their suitability on the basis of financial standing, technical competence and capability and relevant experience to carry out any projects arising under the framework agreement.
UCD proposes to establish a multi-operator framework agreement for a fully integrated conservation architect-led Design Team to provide the design and implementation related services for the conservation and development of UCD period houses.
The Architectural Services member of the Design Team must have a conservation accreditation at Architectural Practice (Grade 1 or 2) or Individual Architect (Grade 1 min) level, accredited by RIAI/RIBA/EU/International equivalent.
Following a previous process (now terminated) UCD is using the accelerated procedure due to the urgency of the project requirements.
It is intended that a maximum of the top three (3) to five (5) highest scoring tenderers (‘the Framework Contractors”) will be appointed to the Framework Agreement for a period of up to four years and contracts for individual projects entered on foot of the Framework Agreement (‘Call-0ff Contracts”) may be awarded at any time during the term of the Framework Agreement.
It is anticipated that services may include concept development, conservation and sustainability report preparation, masterplanning, planning submission, fire certification, disability accessibility certification, tender documentation preparation, contractor procurement, detailed design and contract administration including site monitoring, cost control, reporting and other related services as required. A detailed scope of services will be issued at tender stage. Related services may include incidental or specialist professional services associated with delivery of the project and will be noted where required in the tender documentation. The Design Team submission must include the following disciplines/services:
1. Architectural Services;
2. Quantity Surveying Services;
3. Building Engineering Services;
4. Civil & Structural Engineering Services;
5. Fire Safety Engineering Services;
6. Project Supervisor Design Process.
Note: Only those Applicants capable of delivering all of the services listed above (whether in-house or as a grouping/consortium) will be considered. Partial applications or applications from individual disciplines cannot be accepted.
Further information regarding the operation of the Framework Agreement can be found in the Information for Applicants document (also available to download from www.etenders.gov.ie).
