Framework agreement for design team services for small capital works projects

Limerick City Council wishes to establish a framework agreement for integrated design teams who will provide professional design related services for small capital works projects for the Office of Regeneration, Limerick City Council ("the Framework Agreement").
The design team must comprise the following principal services/disciplines:
1. Architect (as design team lead and Employer’s Representative)
2. Civil/structural engineer
3. Building services engineer
4. Quantity surveyor
5. Project supervisor design process
The architect must include as part of their SAQ Response the following specialist skills:
1. Fire safety design
2. Landscape design
3. Acoustic design
Please note that the design team is responsible for the project management of all design processes/services. The Office of Regeneration, Limerick City Council may separately appoint a project manager with responsibility for the implementation of the overall project/programme.
It is intended, provided there are sufficient suitable Applicants, that the eight (8) highest ranked Applicants will be invited to participate in stage two of the tender competition which will comprise the initial "Call-off Contract" and the framework agreement.
Tenders will be evaluated against the award criteria set down in the tender documents and ranked in order to determine the most economically advantageous tender.
The establishment of the framework agreement will be on the basis of a competition for an initial ‘Call-off Contract’ comprising the development of a vacant site at Sheep Street – Athlunkard Street, Kings Island. The most economically advantageous tender will be awarded the initial "Call-off Contract" and it is anticipated the top six (6) highest scoring tenderers will be appointed to the Framework Agreement provided there are a sufficient number of suitable tenderers available.
The above information on stage 2 is preliminary only and the Office of Regeneration reserves the right to amend the above process at Stage 2. Further information will be provided on stage 2 with the invitation to tender documents.
Subsequent small capital works projects will (subject to approval) be awarded by mini-competition amongst the Tenderers appointed to the framework agreement.
Further information regarding the operation of the framework agreement can be found in the Project Information Memorandum (also available to download from www.etenders.gov.ie). (a) The Authority is subject to the Freedom of Information Acts 1997 and 2003. The Candidate shall state if any of the information supplied by it in response to this notice is confidential or commercially sensitive or should not be disclosed in respect of a request for information under the aforementioned Acts. The Candidate shall state why it considers the information to be confidential or commercially sensitive. The Authority will consult with any Candidate / Tenderer about sensitive information before making a decision on any Freedom of Information request received;

(b) Any contract award is subject to production of a current tax clearance certificate from the Revenue Commissioners in Ireland;

(c) All costs incurred by candidates in preparing submissions must be borne by them. The contracting authority accepts no liability for these costs, irrespective of the outcome of the competition, or if the competition is postponed or cancelled;

(d) The contracting authority may terminate this competition (or any part thereof), change the basis of and the procedures for the bidding process, at any time, or procure the contract by alternative means if it appears that it can thereby be more advantageously procured. The most economically advantageous or any tender will not necessarily be accepted;
