Framework Agreement for design services for student accommodation and associated facilities
UCD wishes to establish a framework agreement for Integrated Design Teams who will provide professional design related services for the development of Student Residences and associated facilities for University College Dublin ("the Framework Agreement").
The design team must comprise the following principal services/disciplines:
1. Architect (as design team lead and Employerโs Representative);
2. Civil/Structural Engineer;
3. Building Services Engineer;
4. Quantity Surveyor.
The architect must include as part of their SAQ Response the following specialist skills:
1. Project Supervision Design Stage;
2. Fire Safety Design;
3. Landscape Design;
4. Facade and Building Envelope Design;
5. Acoustic Design.
Please note that the design team is responsible for the project management of all design processes/services. UCD may separately appoint a project manager with responsibility for the implementation of the overall project/programme and ensure that UCDโs objectives and expectations for the call-off contract are fully met.
It is intended that provided there are sufficient suitable Applicants, the eight (8) highest ranked Applicants will be invited to participate in stage two of the tender competition which will comprise the initial call-off contract and the Framework Agreement.
Tenders will be evaluated against the award criteria and ranked in order to determine the most economically advantageous tender.
The establishment of the Framework Agreement will be on the basis of a competition for an initial call-off contract comprising the initial phase (150 bed development approximately). The most economically advantageous tender will be awarded the initial call-off contract and it is anticipated the top six (6) highest scoring Tenderers will be appointed to the Framework Agreement provided there are a sufficient number of suitable Tenderers available.
The above information on stage 2 is preliminary only and UCD reserves the right to amend the above process at Stage 2. Further information will be provided on stage 2 with the invitation to tender documents.
The subsequent phase(s) as with other developments will (subject to approval) be awarded by mini-competition amongst the Tenderers appointed to the Framework Agreement.
