Framework agreement for civil engineering contractors for road construction works [in 2 lots]

Dún Laoghaire-Rathdown County Council is anticipating the need to procure civil engineering contractors for the construction of a number of road projects that are included in the County Development Plan 2010 –2016 as 6-year roads objectives. The schemes that may be advanced to construction (subject to planning approval and available funding) may include:
— Burton hall road extension,
— Leopardstown link road & roundabout reconfiguration,
— Pottery road improvement scheme.
This list is not exhaustive and may include other works as required under the scope of the framework or works of a similar nature within the expertise of the chosen contractors (e.g. drainage works, watermain laying, pipe/duct laying etc). Refer also to the ‘Approximate Size and General Description of the Works’ in ‘Section 1.1 Project Information’ of the suitability assessment questionnaire Document ID QW1.
Dún Laoghaire-Rathdown County Council (the Contracting Authority) proposes to establish and operate 2 multi party framework agreements for the civil engineering construction works associated with road construction projects, as follows:
Lot 1: road construction projects with an estimated value ranging from 500 000 to 5 000 000 EUR.
Lot 2: road construction projects with a value greater than 5 000 000 EUR.
The works are to be carried out mainly in urban areas and on local, regional and national roads. A variety of projects may be specified under the civil engineering contractors for road construction works framework. The frequency, scale and type of project vary depending on funding availability and the needs of the Contracting Authority.

Objective criteria for selection:
The Framework Agreements for civil engineering contractors for road construction works will be established by means of the restricted procedure, which is explained below:
Stage 1:
The candidates for each lot will be initially short-listed based on the evaluation of their submitted suitability assessment questionnaire. The assessment will be carried out by applying the selection criteria specified in the suitability assessment questionnaire (QW1) and the Health & Safety Supplements (3.4.1, 3.4.2 & 3.4.4). Depending on the number of submissions received and subject to passing the minimum criteria, it is intended to allow the ten (10no.) highest scoring suitably qualified applicants in each lot through to Stage 2.

Stage 2:
The ten candidates pre-qualified for each lot at Stage 1 will be invited to tender at stage 2 when a bona fide road construction project appropriate to each respective lot becomes available. Appointment to the respective framework will also be determined through the evaluation of the tender submitted at stage 2.

The tenders for each lot will be evaluated using the award criteria established in the respective tender documents. The tenders will be ranked and provided a sufficient number of suitable Applicants are available, it is anticipated that a minimum of five (5), and a maximum of eight (8) Contractors will be appointed to the framework in each lot. It is envisaged for the initial tender competition, that the most economically advantageous tender in each lot will be awarded the initial contract.

It is currently envisaged that following commencement, each Framework Agreement will run for a 3-year period, with a possible extension, at the sole discretion of the Contracting Authority, for a further period of up to 12 months.
