Cork City Northwest Regeneration Project - Consultancy Services for Infrastructure Design

Cork City Council proposes to engage a Consulting Engineering firm to undertake the design, i.e. Stage (i) and (ii), of the infrastructure for Phases 1 to 5 of the Cork City Northwest Regeneration Project in Knocknaheeny, Cork, Republic of Ireland. The principal disciplines required are: Highway/ Civil/ Structural Engineer, Electrical Engineer, Quantity Surveyor, Landscape Architect & Project Supervisor for the Design Process.
The design services to be provided will include:
โ€” site investigation (including the procurement and supervision of a site investigation contractor(s) on behalf of Cork City Council) of the existing infrastructure, topography and ground conditions,
โ€” detailed design of the infrastructure, prepare a 'Constructability Report' to assess the constructability of the phasing of the project (Phases 1 to 5) detailed in the 'Masterplan & Implementation Report' (adopted by Cork City Council 14th November 2011) including making recommendations on any revisions to the phasing to allow each Phase to be constructed without affecting the operation of the existing infrastructure should a subsequent programmed Phase (or Phases) not be constructed,
โ€” produce a detailed construction programme based on the 'Constructability Report' (within the constraints of the overall programme for the Cork City Northwest Regeneration Project),
โ€” prepare a 'Works Requirements' document, 'Construction Drawings' and 'Pricing Document', for each Phase, for inclusion in the Tender Documentation (using the Public Works Contracts) prepared by others that will also include the house construction works,
โ€” prepare cost estimates for the construction of the infrastructure (including any temporary works) for each Phase,
โ€” Health & Safety duties (including those of the designer and PSDP).
The design team will be required to liase with all stakeholders, e.g. utility bodies (both public & private), Cork City Council, Gardai, Bus Eireann, in relation to existing infrastructure & the needs under the Project. Please note that the design team is responsible for the project management of all the design process/ services. NOTE: Only those Applicants cabable of delivering all the services listed above (whether in-house or as a consortium or joint venture) will be considered. Partial applications from individual disciplines cannot be accepted. It is intended that the top five (5) highest scoring Applicants, subject to there being a sufficient number of pre-qualified Applicants, in the Stage 1 pre-qualification process, will be invited to participate in Stage 2 the tender competition. Tenders will be evaluated against the award criteria and ranked in order to determine the most economically advantageous tender. The above information on Stage 2 is preliminary only and Cork City Council reserves the right to amend the above process at Stage 2. Further information will be provided on Stage 2 with the invitation to tender documents.
