Better Energy Warmer Homes
Sustainable Energy Authority of Ireland
Better Energy Warmer Homes targets owner occupied households experiencing energy poverty in line with the Strategy for Affordable Energy in Ireland. The objecive of this tender is to establish a framework of contractors to install energy efficiency measures in eligible homes nationwide.
Specific actions for the works consist of installation of attic and cavity wall insulation and a range of basic energy efficiency measures, provision of energy advice and may include Post works Building Energy Rating (BER) and Pre Grant Evaluation Estimates (PGEE) to all eligible homes based on a works order.

SEAI has included in the requirements specification the energy efficiency improvement measures currently foreseen as being necessary for the completion of this project. SEAI may expand the scope of the requirements to include related energy efficiency measures not originally included in the requirements specification if these become necessary for the project due to change in circumstances in accordance with Article 31(4)(b) of Directive 2004/18/EC / / 32(1)(c) of the European Communities (Award of Public Authorities' Contracts) Regulations 2006. Equally, SEAI may expand the scope of the requirements to include new works consisting in the repetition of similar works under the framework, provided that such works are in conformity with the basic project for which the framework was originally awarded in accordance with Article 31(4)(b) of Directive 2004/18/EC / 32(1)(d) of the European Communities (Award of Public Authorities' Contracts) Regulations 2006. In either such case, all the tenderers on the framework will be required to submit rates for any such energy efficiency measures which will then be incorporated into the Schedule of Rates in the Framework Agreement for the purposes of any future works orders for such works.
