Suitability to pursue the professional activity:
The applicant shall declare that none of the circumstances specified in Article 54 of Directive 2004/17/EC (and Regulation 56 of SI No. 50 of 2007) or Article 45 of Directive 2004/18/EC (and Regulation 53 of SI No. 329 of 2006) shall apply.

Economic and financial standing:
Provide evidence of economic and financial standing criteria - Article 54 of Directive 2004/17/EC and Regulation 56 of SI of No. 50 of 2007) and Article 47 of Directive 2004/18/EC (and Regulation 55 of SI No. 329 of 2006).

Evidence must be provided of having in place professional indemnity insurance, with an indemnity limit of at least 6.5 million EUR for each and every claim, together with the terms of the policy.

A fixed price tender proposal is required in accordance with the Department of Finance Standard Conditions of Engagement for Consulting Services (Technical).
Waterford County Council operates in accordance with the European Communities (Late Payment in Commercial Transactions) Regulations 2002.

Prior to the award of Contract, any group of consultants must form a legal entity. Where a consortium of partnership or firms is proposed, a single named service provider, who shall be directly responsible for the delivery of the service shall lead the contracting parties. The parties shall be jointly and severally bound for the delivery of the service specified in the brief to be issued to the pre-qualified candidates by the Contracting Authority.
