An Post National Lottery Company is licensed to operate the National Lottery by the Minister for Public Expenditure and Reform on the Minister's behalf in accordance with the National Lottery Act 1986. The National Lottery commenced operations in March 1987 with the purpose of operating a world-class lottery for the people of Ireland, raising funds for good causes, on behalf of the Government. The National Lottery is responsible for a number of Lottery games including twice-weekly Lotto draws and associated games, Monday Million and associated games, EuroMillions and associated games, TellyBingo, All or Nothing, a range of scratch card games and TV game shows. The National Lottery's turnover has grown from 130 000 000 EUR in 1987 when the National Lottery was launched to 761 400 000 EUR in 2011. The National Lottery now wishes to award a contract for the following, non exhaustive list of services: (1) An independent external audit of the financial statements of the National Lottery in accordance with relevant legal and regulatory requirements (including satisfying the audit requirements of the National Lottery Licence), auditing standards, best practice and good corporate governance. (2) The independent observation of National Lottery draws and game show related activities and certification that these activities are conducted in accordance with National Lottery procedures. (3) Act as Lottery Operator Independent for EuroMillions draws twice weekly by ensuring adherence to agreed EuroMillions pre-draw and postโdraw procedures at the National Lottery primary data centre. (4) The provision of information technology audit services including but not limited to certifying/reviewing and locking off TV Game Show software. (5) The provision of expert financial accounting and taxation advice including but not limited to the interpretation of relevant new or revised accounting/taxation standards and legislation. (6) The provision of reasonable other services which a professional auditing practice would normally supply to a company of a similar size, structure and complexity. (7) The provision of supplementary services e.g. draw ball set calibration.
