The enactment of the Gas (Interim) (Regulation) Act, 2002 expanded the CER's responsibilities to include regulation of the natural gas market.

The successful tenderer will be required to provide a detailed invoice to the CER on a monthly basis (at no cost to the CER), to include:
โ€” Cover sheet with headline monthly bill, disbursements/non routine expenses, billing period, any applicable discounts,
โ€” Detailed separate matter narratives for each separate matter,
โ€” Matter narratives should include time, date, and duration of time spent by fee earners in relation to each aspect of work,
โ€” Name of instructing contact,
โ€” Supplemental service order Ref No.(s),
โ€” A separate and necessarily brief matters overview document, this should include details of ongoing running total of expenditure incurred on the provision of the particular matter(s).
In addition to this invoicing information, the CER shall be entitled to establish such monitoring and budgetary arrangements in relation to the operation of the contract as it may reasonably deem appropriate.

A grouping, if successful, must contract as a single entity, having joint and severable liability.
