Watermain Rehabilitation of North Low North & East District Meter Zones-Consultant Contract

The full scope of services required will be outlined in the tender documents at tender stage. The following non exhaustive list outlines the main services that may be required for the various stages:Stage (i) – Preliminary.Review available mains data in light of Department of the Environment Heritage and Local Government (DOEHLG) Circular L6/07 and identify the scope of watermain rehabilitation works required.Prepare water audits.Carry out a topographical survey.Undertake hydraulic modelling of elements of the existing watermain network to identify deficiencies and to optimise the design of the proposed works.Liaise with all Public Utilities Companies and Statutory bodies and stakeholders.Identify the scope of dilapidation surveys required.Prepare a report on the Natural Heritage (including sites, habitats and species) and Archaeological Heritage impacts of the scheme in light of DOEHLG Circular L8/08, NPW1/10 & PSSP 2/10. The report shall be written by ecologists and archaeologists, with related degrees and with a minimum of 10 years post graduate experience in the Natural Heritage and Archaeological Heritage fields.Prepare tender documents for a ground investigation/pipe sampling contract.Administer and supervise ground investigation/pipe sampling contract.Prepare cost estimates.Carry out a value engineering exercise of the proposed works.Identify any statutory procedures required.Prepare water pricing policy report in accordance with DOEHLG water pricing policy.Stage (ii) – Detailed Design and Contract Documents.Carry out detailed design of the proposed rehabilitation works.Prepare contract documents including drawings including plans, cross-sections and elevations.Advise on the appropriate Conditions of Contract, Forms of Tender and Invitation to Tender.Prepare bills of quantities/payment schedules.Assist in obtaining all statutory consents and permissions.Stage (iii) – Works tender action, evaluation and award.Prepare tender documents.Assist the City Council in advertising the tender in accordance with current procurement rules of both the E.U. and Cork City Council.Prepare cost estimates.Evaluate tenders.Prepare report on tenders.Recommend to Cork City Council, the offer considered the Most Economically Advantageous Tender.Advise on the appointment of a contractor.Stage (iv) - Construction Stage.Provide resident engineering staff to supervise construction.Certify payments.Administer the works contract.Prepare monthly progress reports and project quarterly financial returns.Prepare record drawings.Stage (v) – Handover.Prepare final report and final account report.Update hydraulic model to confirm the operation of the upgraded works.The following services apply to all stages:Undertake the duties of Project Supervisor Design Process as per the Safety, Health and Welfare at Work (Construction) Regulations, 2006 (S.I. No. 504 of 2006).Liaise with the Director of Services, Environment Directorate and his representatives on all aspects of the Scheme.Consult with all interested parties and stakeholders.Prepare cost estimates at regular intervals.While the appointment is for all services outlined in Stages (i) to (v) above, initially the Consultant will be appointed for Stage (i) only. Cork City Council may decide to terminate the services of the Consultant at the end of or during any of the above stages, subject to the provisions of the Department of Finance “Standard Conditions of Engagement for Consultancy Services (Technical)”, latest version.

Completed Suitability Assessment Questionnaires should be submitted in a sealed envelope or box clearly marked: 'Expression of Interest for appointment of consultants for the Rehabilitation of North Low North & East District Meter Zones'.
